The State Duma on Tuesday will consider the homophobic law in the second reading. Most likely on the same day, the law will be adopted in the third reading. The term "homosexuality" has disappeared from the bill, and sanctions are provided for "propaganda of non -traditional sexual relations", especially on the Internet. The final vote will take place after 17 hours.

At noon, opponents of homophobia gathered at the entrance to the State Duma from the side of Georgievsky Lane on the action " Kiss Day - 4 ". Activists chanted "Russia will be free", "Russia will be tolerant." Homophobes beat them and threw them with eggs. At first, the police even protected opponents of homophobia, but then the detentions began. According to the correspondent of "faces", about 30 people were detained. The three previous shares also ended with detentions and attacks.

At the State Duma building, single pickets of opponents of homophobia continue. The police are not trying to prevent activists.

From 11 o’clock the State Duma took place a promotion of homophobes. About 20 people stood in single pickets with slogans against LGBT. Although the due 50 meters were not observed between the picketers, the police did not touch the pickets. By 11 o’clock, the coordinators began to concentrate homophobes at the main entrance to the Duma. Those who tried to sing the guardians were detained by the police. About half of the twelfth, the police began to push the gathered from the entrance. Several more people were detained.

A paid mass was collected for the promotion. In the announcement published on the social network "VKontakte", the participants were promised 300 rubles each.

The author of the bill, the head of the State Duma Committee on Family Affairs, Elena Mizulina, explained that the term "non -traditional sexual relations" is used in law enforcement practice. In the first edition, the bill prohibited the "propaganda of homosexuality."

The law prohibits the dissemination of information about the "attractiveness of non -traditional sexual relations" and "social equivalentness of traditional and non -traditional relations", as well as "imposing information that causes interest in such relations."

The law establishes fines for citizens in the amount of 4-5 thousand rubles, for officials - from 40 to 50 thousand rubles. It is proposed to increase the penalty for legal entities: instead of a fine of 500 thousand rubles from companies and organizations, they will levy from 800 thousand to a million rubles or suspend their activities for up to 90 days. For the same acts using the media or the Internet, a fine of 50 to 100 thousand rubles for citizens is provided, a million rubles for legal entities.

For foreigners, in addition to fines, expulsion is provided outside the borders of Russia, which may be preceded by an arrest for up to 15 days.

"Propaganda of non -traditional relations" will be attributed to information causing harm to children's health, the corresponding amendments will be made to the law on the protection of children from harmful information. The preparation of protocols about such an administrative violation is attributed to the competence of the internal affairs bodies, and the courts of general jurisdiction will consider cases.
