The Investigative Committee of the Russian Federation has opened a new case regarding the theft of money allocated for the implementation of the GLONASS program. This was reported on the UK website on June 17.

The defendants in the case were the first deputy general director of the Federal State Unitary Enterprise "Central Research Institute of Mechanical Engineering" George Kovkov, the head of the capital construction department of the same research institute Alexander Chernov and the head of the Federal State Unitary Enterprise "Department of Special Construction No. 5 at Spetsstroy of Russia" Alexander Belov.

According to the investigation, in 2010, as part of the implementation of the GLONASS program, it was decided to repair and re-equip building number 100-1 of the Central Research Institute of Mechanical Engineering in the city of Korolev, Moscow Region. 1 billion 50 million rubles were allocated from the budget for this.

In particular, the contractor for the construction of monolithic structures was the Spetsstroy Department No. 5. The contract amount was 39 million 451 thousand rubles. However, then Belov wrote in the documents that during the work it was allegedly necessary to use more expensive technology, and therefore the contract amount increased to 147 million 248 thousand rubles. Chernov and Kovkov certified these documents, although investigators believe that in fact the technology did not change.

Thus, Chernov, Belov and Kovkov stole 107 million 786 thousand rubles from the budget.

Cases of theft of funds allocated for GLONASS have been regularly initiated since the spring of 2012. The amount of damage exceeded half a billion rubles.
