The dynamics of the reduction in the period and size of overdue debt is due to a significant increase in the share of debt with early overdue periods, the review says. At the same time, the share of loans with a maturity of less than six months continues to grow: since the beginning of the year – by 1 percentage point to 48%. Due to the Central Bank’s increased attention to the growth rate of retail lending, banks have become more cautious when forming their portfolios, the review says: this is one of the reasons for the increase in the transfer of early overdue debts to collectors.

The growth in volumes that banks transfer to collectors is caused by the desire to optimize collection costs, says Anatoly Predtechensky from Nomos Bank: a segmental approach to assessing the solvency of borrowers is now actively developing, and it is more profitable to outsource certain segments. In order to reduce the cost of collection processes, Sberbank actively uses an agency scheme for working with collection agencies, says Svetlana Sagaidak, director of the department for working with problem assets of Sberbank. Part of this year’s growth will be due to the tightening of the Central Bank’s reserve policy, notes Predtechensky: the creation of reserves is outpacing the level of real losses, so working with problem assets on the bank’s balance sheet will be ineffective.

Since the beginning of 2013, an increase in outsourced debt has been observed only for credit cards: overall, their share increased by 4.2 percentage points to 34.2%, while the share of other types of loans decreased. The share of overdue cash loans decreased by 0.2 percentage points to 40.8%, pos-loans – by 1 percentage point to 22%, secured loans – by 0.4 percentage points to 1.2%, and car loans – by 2.4 percentage points to 1.6%. The reason for the growth in credit cards is a change in market conditions towards revolving products, Predtechensky believes, in addition, card products are more difficult to use for clients accustomed to using classic non-revolving loans.

In terms of share, the level of delinquency should not change significantly, since the growth rates of the market for secured and unsecured products will be comparable, Predtechensky said. The volume of debt outsourced by Sberbank will directly depend on the actual efficiency of collection of overdue debt by collection agencies, says Sagaidak.
