The Investigative Department of the Investigative Committee for the Stavropol Territory received a statement from doctors at the Children's Clinical Hospital named after. Filippsky, in which they claim that the certificates of early excellent students of the Unified State Examination were endorsed by the head of the Stavropol Health Department.
Doctors report that certificates for early passing of the Unified State Exam were issued at the city children's clinic No. 2 of Stavropol.
“We would like to draw attention to the fact that the chairman of the medical commission in clinic No. 2 at the time of their issuance (certificates for early passing of the Unified State Examination) was Irina Ivashova, who at that time worked as the head physician of the institution. She currently holds the position of head of the health department of the Stavropol administration" , says the text of the statement.
Doctors also claim that they continue to experience psychological pressure from the leadership of the city health department.
“Indeed, a statement from the doctors of the Filippsky Hospital was received and registered in the book of crime reports. It was sent to the Stavropol Interdistrict Investigation Department to verify the arguments set out in it,” the senior assistant to the head of the investigative department of the Investigative Committee for the Stavropol Territory told the Interfax agency Ekaterina Danilova.
Previously, the head physician of the hospital named after. Filippsky Vyacheslav Kashnikov told the Interfax agency that the instruction not to comment on any issues related to the early passing of the Unified State Exam was given to the management of the clinic from the administration of Stavropol. He emphasized that the hospital only issued prescriptions for treatment, with which children or their parents could go to the clinic.
“All certificates provided for early passing of the Unified State Examination bear the signature of the head physician of the children’s clinic, Irina Ivashova, who since March of this year has changed her place of work to the health department of the Stavropol administration. Draw your own conclusions on this matter,” said Vyacheslav Kashnikov.
In June, the prosecutor's office of the Stavropol Territory began checking the objectivity of the 100-point papers of the early Unified State Exam and violations during the main state exam. On June 4, employees of the district prosecutor's office, as part of an inspection of the early Unified State Examination, came to the city children's clinical hospital named after. Filippsky in order to obtain the necessary documents. But the security did not let them into the territory of the medical facility. Prosecutors managed to enter the hospital after the police arrived.
Two days later, the Vesti Nedeli film crew arrived at the hospital, according to the supervisory agency, “to work on material about the early passing of the Unified State Examination by a group of students with medical certificates from this hospital.”
The head doctor of the hospital, Vyacheslav Kashnikov, the prosecutor's office reported, snatched his mobile phone from the hands of TV cameraman of the Rossiya TV channel Andrei Melnikov, who wanted to go with the film crew into the hospital territory, and tried to destroy it. Violence was also used against Olga Skabeeva, a political observer for the Rossiya TV channel.
In this regard, criminal cases were initiated against Kashnikov under Part 2 of Article 330 (“Arbitrariness with the use of violence”) and Part 1 of Article 167 of the Criminal Code of the Russian Federation (“Damage to property causing significant material damage”).
At the request of the prosecutor's office, on June 7, his employment contract was terminated. After this, 123 employees of the medical institution wrote letters of resignation. As the press service of the city administration reported, the doctors later withdrew their statements. However, employees of the medical institution disseminated information that the statements were seized by administration employees.
On June 13, the Investigative Committee of the Investigative Committee for the Stavropol Territory began a pre-investigation check against the hospital management regarding the issuance of medical certificates for early passing of the Unified State Exam.
Previously, the prosecutor's office of the Leninsky district of Stavropol established that four schoolchildren, according to certificates from the neurological department, should have been in the hospital during the main stage of the Unified State Exam. Three out of four graduates who passed the Unified State Exam in Russian ahead of schedule with “excellent marks” were not hospitalized on time.
