The New Times correspondent crossed the third autobahn without interference and went to the north, behind the water shaft, involuntarily turning into a “catastrophe tourist” so fashionable now - a fan of observing major troubles, whether it be tornado, tsunami, landslide, eruption of a volcano or earthquake. The greatest destruction was caused to the east of the country by the shallow elba (the depth in the Dresden region is not more than 2.5-3 meters), as well as her seemingly stunted tributaries: mulde, Zaale and white Elster. The water level in the rivers exceeded the usual three to four times. Nevertheless, all the cultural attractions of Dresden were saved - unlike the flood of 2002, when serious damage and gallery of old masters was caused (the storage was flooded - well, the paintings managed to transfer to the third floor), and the Albertinum museum, and the Ozvinger’s Opera, and the Palace Church.

But for residents this is a shock. Many will have to look for help from psychologists. ”

“The destructive consequences of floods could be avoided if we had a protective wall,” said Matthias Berger burgomaster. “Moreover, there would be even a small margin of safety.” The fact that the city needs to build such a wall was spoke immediately after the 2002 tragedy. But residents did not agree for a long time, demanding that the new protective structure resemble the old city wall. It was possible to agree on how it should look, only five years later. Federal and land governments of the Federal Republic of Germany agreed to create a national fund of € 8 billion to restore the injuries from the floods of the districts. It is assumed that the federal government and land will take part in financing in equal shares, but in exactly the way it has not yet been decided. According to the Prime Minister of the Earth, Tyouringia Kristina Liberknecht, one of the options involves the release of federal bonds. In any case, the creation of this fund is obviously associated with the accumulation of a new debt, which is not very much in place in the midst of the economic crisis and strict control over state expenses.
The Minister of Internal Affairs of Germany Hans-Peter Friedrich concluded four contracts with the lands injured by the lands, ensuring the immediate receipt of urgent assistance. The federal government has already allocated the injured regions by urgent assistance in the amount of € 100 million. Urgent assistance went through land channels. For example, Bavaria has already begun to pay money from a fund of € 150 million.
