The Russian Ministry of Internal Affairs has announced the timing of the introduction of a simplified scheme for registering road accidents without injuries. This is reported in the plan ( .pdf ) of the department’s activities for the period from 2013 to 2018.

As part of increasing the efficiency of the traffic police, one of the key events is designated “Registration of road accidents without casualties has been transferred to insurance companies.” The deadline for this initiative is December 2015.

A pilot project for the registration of road accidents by insurers will be implemented in 4 regions by the end of 2014. Deputy Minister of Internal Affairs for Transport Security Viktor Kiryanov and Deputy Minister of Internal Affairs Igor Zubov were appointed responsible for the implementation of the project.

The activity plan of the Ministry of Internal Affairs was presented as part of the implementation of the decree of Russian President Vladimir Putin of May 7, 2012. A year after signing this decree, Putin announced the need to introduce “bureaucratic responsibility” for ministers for the implementation of these instructions and ordered all departments to prepare plans that would formulate the main tasks.

Currently, motorists have the right to file an accident without injuries, in which no more than two cars were involved, independently according to the so-called “European protocol”. To do this, both cars must be insured under MTPL, and the damage must not exceed 25 thousand rubles. In April 2013, the State Duma in the first reading supported a bill to increase the maximum limit of damage to 50 thousand rubles.
