According to sources, the deal took place about a month ago. A source in Rostelecom confirmed that the structures of Boris Mints are behind the new owners of Telecom-Soyuz. His son Dmitry Mints heads the board of the NPF, according to the fund’s website.

The founders of NPF Telecom-Soyuz are OJSC Investment Communications Company, Rostelecom, OJSC Telecominvest, OJSC RTK-Leasing, CJSC KFP-Finance, CJSC Gamma-Capital. Telecom-Soyuz is one of the twenty largest non-state pension funds in Russia. According to the Federal Financial Markets Service, the volume of pension reserves of NPFs as of April 1 amounted to 18.2 billion rubles, the volume of pension savings - 1.5 billion rubles.

“To join the fund’s board is the personal desire of Dmitry Mints, which is not related to the activities of the investment company O1 Properties and will not affect its further development; O1 founder Boris Mints has no relation to NPF Telecom-Soyuz,” Arina Slynko told the publication, director of the external relations department of O1 Properties, whose main owner is Boris Mints. One of the publication’s sources in a large management company noted that the purchase of NPF Telecom-Soyuz is “a personal initiative of the Mints family” and is not related to the strategy of FC Otkritie, of which Boris Mints is a shareholder. “Boris and Dmitry Mints are making this story separately from Mr. Belyaev (President of FC Otkritie Vadim Belyaev ), trying to repeat the story of Otkritie’s purchase of NPF LUKOIL-Garant and NPF Electric Power Industry,” says the head of one of the largest NPFs. “Otkrytie FC is in no way connected with NPF Telecom-Soyuz,” emphasizes Deputy General Director of the corporation Alexey Karakhan.
