The investigation charged the Deputy Governor of the Kurgan Region, Marina Kalugina, with 11 malfeasance in office. This was announced on Tuesday, July 2, by the official representative of the Investigative Committee of the Russian Federation, Vladimir Markin.

Kalugina is charged with six counts of embezzlement, four counts of fraud and participation in entrepreneurial activity. She faces up to ten years in prison. In addition to the official herself, charges were brought against her husband Ivan Smolin and her acquaintance Igor Potemkin.

According to investigators, all three held leadership positions in the state association of sanatorium and health camps “Children Plus”. At the same time, Kalugina and Smolin established a commercial company, Children Plus, to which they redirected part of the products purchased for the state enterprise. At the same time, they purchased these products from a controlled businessman at inflated prices, and kept the difference for themselves.

The investigation also notes that from February 2009 to February 2011, Kalugina combined the management of her company with the position of deputy governor, which is prohibited by law. She allegedly used her official position to provide the Children Plus company with benefits and advantages in relation to other participants in the market of sanatorium and resort services. In addition, the company paid for her personal trips.

Marina Kalugina is Deputy Governor of the Kurgan Region Oleg Bogomolov for social policy. Previously, four of his deputies had already come under investigation. Three of them - Anatoly Bondarev, Dmitry Bektimirov and Viktor Shevelev - have already been convicted, and First Deputy Governor Alexander Bukhtoyarov is being charged with taking a bribe. He resigned shortly after the case was filed.
