Punishment for violations of traffic rules. We are talking about the complex revision of the twelfth, "driver's", the head of the Code of the Russian Federation on administrative offenses, ITAR-TASS reports.

The main amendment was the abolition of the so -called absolute zero of alcohol content in the blood of the driver and the introduction of a criterion of intoxication when making a punishment for drunk driving. It is stipulated that administrative responsibility will occur "in cases of the established fact of the use of intoxicating substances, which is determined by the presence of absolute ethyl alcohol in a concentration exceeding the possible total measurement error, namely: 0.16 or more than a milligram per liter of exhaled air or 0.35 or more gram per liter of blood."

In addition, the punishment will follow upon the detection of "narcotic or psychotropic substances in the human body in concentrations exceeding the threshold value established by the Government of the Russian Federation."

As the deputy chairman of the relevant State Duma committee on constitutional legislation and state building, Vyacheslav Lysakov, emphasized, "it will still be impossible to drink at the wheel." However, according to him, the value of the error will be legislatively set, which "will separate clinically sober drivers from those who drink alcohol when driving
car ".

At the same time, sanctions for "drunken ride" are increasing many times. In particular, for the first time, driving in a state of intoxication will threaten a fine of 30 thousand rubles, with deprivation of rights for a period of one and a half to two years. The transfer of a car to a drunken driver will entail the same liability measures.

Driving a car in a drunken state in the absence of rights will threaten administrative arrest for a period of 10 to 15 days or a fine of 30 thousand rubles for those who cannot be arrested.

Repeated driving "under the Shafa" or the transfer of the machine to the management of alcohol who used the alcohol will cost 50 thousand rubles with deprivation of rights for up to three years.

In general, the draft law increases from 5 thousand rubles to 50 thousand rubles the upper limit size of the administrative fine and from 100 rubles to 500 rubles the lower limit of the fine, as well as
increases to 1 year the statute of limitations for administrative responsibility for "drunken ride".

At the same time, fines for violations of the speed regime, as well as relapses, are tightened by the bill. So, for the speed of speed by 40-60 km/h, punishment is provided
from 1 thousand to 1.5 thousand rubles (again - from 2 thousand to 3 thousand rubles); at 60-80 km/h - from 4 thousand to 6 thousand rubles (re - - 10 thousand rubles or deprivation of a driver’s license for a year); 80 km/h - 5 thousand rubles or a deprivation of a driver’s license for 6 months (again - 10 thousand rubles with deprivation of rights for a year).

For travel along the side of the road, penalties will increase from 500 to 1.5 thousand rubles, and for conversations on a mobile phone at the wheel - from 300 rubles to 1.5 thousand.

The bill also contains the norm on the introduction of increased fines for travel to the red traffic light - up to 1 thousand rubles, and with relapse within a year - up to 5 thousand rubles with the possibility of deprivation of rights for a period of four to six months.

In addition, the State Duma increased fines for traffic violations with pedestrians - up to 500 rubles, as well as cyclists and drivers of mopeds - from 200 to 800 rubles. The latter also threatens the punishment for driving two -wheeled vehicles in a drunk form - from 1 thousand to 1.5 thousand rubles.

In the third, final, reading, the draft law of the State Duma will consider tomorrow, July 3.

The law, in case of adoption, will enter into force on September 1, 2013.
