HSE Rector asked Putin to give students the building of the Ministry of Defense

The rector of the Higher School of Economics (HSE) Yaroslav Kuzminov asks Vladimir Putin to transfer the building to the university not only in the center of the capital, but also on Moscow Avenue in St. Petersburg. Meanwhile, the previously voiced proposal of Kuzminov to transfer the Moscow Real Estate of the Supreme and Supreme Arbitration Courts to the university did not support the presidential administrations. And against the transfer of an object in St. Petersburg, the Ministry of Defense is opposed to the Kommersant .

The newspaper refers to Kuzminov’s letter addressed to Vladimir Putin. In it, the Rector of the Higher School of Enterprise asks to transfer the building of buildings on Moskovsky Prospekt for the needs of the St. Petersburg branch of the university. This real estate, the rector clarifies, is owned by the Ministry of Defense and is not used by the military. At the end of the 19th century, these buildings were occupied by the Konstantinovsky artillery school, in Soviet times - the Leningrad Higher Artillery Command School, and since the beginning of the 1990s - the Cadet missile -artillery corps. In 2001, the Ministry of Defense transferred the cadets to Peterhof.

Kuzminov motivates his request by the fact that the university for normal work in the city needs to increase their educational and laboratory space by 40 thousand square meters. meters. The total area of ​​the requested real estate on Moskovsky Prospekt is about 43 thousand square meters. meters. Now the Higher School of Economics in different areas of St. Petersburg uses several buildings with an area of ​​about 10 thousand square meters. meters.

Last week, Vladimir Putin transported the letter of Yaroslav Kuzminov to the Minister of Defense Sergey Shoigu, the Minister of Finance Anton Siluanov and the head of the Ministry of Economic Development Alexei Ulyukaev with the resolution: "Consider and report." The Ministry of Finance and the Ministry of Economic Development "Kommersant" reported that the letter of the Rector of the Higher Professional Education is in work.

For the needs of the local branch of HSE, new areas are already being created on the 10th line of the Vasilievsky Island as part of the restoration of the architectural monument, where the Women's Patriotic Institute was located in the 19th century. After the implementation of this project worth 2.7 billion rubles, which is engaged in the Presidential Administration, the HSE will have about 30 thousand square meters in St. Petersburg. meters.

City defenders and military against

But a couple of weeks ago, a scandal arose around the restoration of this monument: local city defenders accused the builders of illegal dismantling the historical building of the laundry room. In addition, in the certificate of the administration of the Vasileostrovsky district of St. Petersburg it is indicated that "according to the construction project, one of the Higher School buildings is located 8-9 meters from a residential building," which is dangerous with dense buildings of the territory. The President of the Higher School in St. Petersburg, Alexander Khodachk, insists that all the necessary approvals were received on the project, the demolished objects were withdrawn from the security by order of the Government of the Russian Federation after a historical and cultural examination.

According to Khodachek, in the fall, Smolny, on behalf of the President, picked up several other empty objects of the Ministry of Defense for the university, but the defense minister Sergei Shoigu, who had been appointed to this moment, refused to transfer them to the university, citing the changed concept of property disposal. About the same situation has developed in Moscow, where HSE asks to transfer a number of objects with a total area of ​​almost 50 thousand square meters. meters on Povarskaya Street, in the Bolshoi Rzhevsky, Small and Bolshoi Kharitonyevsky lanes. These buildings should be freed after the Supreme and Supreme Arbitration Courts moved to St. Petersburg. Against this, the President’s administration is opposed to this, which offers to leave the released premises for the needs of the courts of lower instances.

Yaroslav Kuzminov in his letter to Vladimir Putin is mentioned by the fact that "the Government of the Russian Federation since 2009 has repeatedly given instructions to the departments to transfer the Higher School of Extra of additional space, but not one of them has been fulfilled." The rector of the school reaches all the objects requested in Moscow and St. Petersburg at 7 billion rubles, and the cost of their adaptation for the needs of the university is 600 million rubles.
