The acting head of the Moscow region will have as many rivals as the acting mayor of Moscow

Today, the Moscow Regional Election Commission will complete the acceptance of signatures from municipal deputies, which candidates for the post of head of the region have collected in their support. The administration of the Moscow region expects that along with the acting head of the region Andrei Vorobyov, three nominees of parliamentary parties, as well as Gennady Gudkov (Yabloko) and Nadezhda Korneeva (Patriots of Russia), will appear on the ballot. Observers are also preparing for the elections: yesterday a number of members of the Public Chamber announced the creation of a coalition that will focus on elections in the Moscow region.

Yesterday, Nadezhda Korneeva submitted the signatures of municipal deputies to the Moscow Regional Election Commission. “In total, we submitted 368 signatures,” she told Kommersant. “Our municipal deputies alone were not enough, we used the help of the municipal council.” Let us remind you that the candidate must submit at least 351 signatures to the election commission, but no more than 5%, and the acting head of the region Andrei Vorobyov appealed to the municipalities with a request “for the absolute legitimacy” of the elections to support his potential rivals, separately naming the candidate from Yabloko Gennady Gudkova. In total, 16 representatives of various parties were going to nominate. So far four have been officially registered: Andrey Vorobyov (United Russia), Alexander Romanovich (A Just Russia), Konstantin Cheremisov (Communist Party of the Russian Federation) and Maxim Shingarkin (LDPR).

Mr. Gudkov told Kommersant that he would hand over the signatures today. “In total, more than 400 signatures were collected,” he told Kommersant. “Of course, everything was done with the help of the regional administration and the council of municipalities; we ourselves would have collected a maximum of 170-200.” The Rodina party also told Kommersant yesterday that candidate Alexey Zvyagin “has collected the required number of signatures and will submit them to the election commission.” The candidate from the Green Alliance, Gleb Fetisov, will also visit the regional commission today, just like in Moscow, but he has not collected signatures. Instead, he promised to bring “his version of a municipal filter” - an air purifier with the party logo and the slogan “Filter the air, not politics.”

“We expect that six candidates will receive registration, including Nadezhda Korneeva and Gennady Gudkov,” said a Kommersant source in the regional administration. The executive director of the council of municipalities of the Moscow region, Oleg Ivanov, confirmed to Kommersant that only Nadezhda Korneeva and Gennady Gudkov managed to collect the required number of signatures. “Approximately 300 signatures have been collected for the nominees of Rodina, the Party of Pensioners of Russia and the Greens. The rest are even further from passing the barrier. So, apparently, there will be six candidates on the ballot,” Mr. Ivanov told Kommersant. The final decision on the registration of candidates, the head of the Moscow Regional Election Commission Irek Vildanov explained to Kommersant, will be made by the commission “in early August” - ten days after the end of accepting signatures.

“All registered rivals, including Gennady Gudkov, according to the calculations of the regional administration, do not have a chance to get beyond 6-7%,” says political scientist Stanislav Belkovsky.

Meanwhile, a coalition of observers was created yesterday to focus on elections in the Moscow region. It was established by the public council "Honest Choice", which includes members of the Public Chamber (PC) Dmitry Orlov, Alexander Brod, Maxim Grigoriev and Vladimir Mamontov, the association "Civil Control" and the OP working group on monitoring the electoral process. When asked by Kommersant why create another coalition with the existing “Voice” and “Citizen Observer”, Dmitry Orlov said that these organizations are “hardly set in advance” against the authorities and they should not have a monopoly. Members of the coalition intend to cooperate with the Moscow Regional Election Commission. “We have been working for a long time, we held several elections together,” Irek Vildanov told Kommersant.

The head of the MIPT law department, Boris Nadezhdin, as a member of the public council of the corps of observers “For Clean Elections,” is going to send several thousand students to the polling stations on September 8 as observers, whose training is supported by the Moscow Regional Election Commission. “If Golos’s task is to find violations and talk about them, then ours is to prevent them, help the commission and correct them on the spot,” he says. Co-chairman of the “Voice” movement Grigory Melkonyants told Kommersant that “violations are expected” in the elections, since such “propaganda teams” are created with the support of the authorities: “In addition to financial support from the authorities, they have an administrative resource of students who are promised credits.
