Public television of Russia Photo: News.mail.ru A cadavre or zombie - such an association comes to mind when you read the next news about the life of what is called “public Russian television” or OTR. It seems that there was a presidential decree (though the President Medvedev, still leaving at that moment), was allocated funds, broadcasting was launched, an observation council was formed, and even a logo was ordered and developed. The activity around the OTR, thus, has been wow over the past year. Finally, he was given a place in all networks, including in the extending first digital bag, but still it is impossible to understand whether to understand whether the channel is alive or dead. In the same way, the zombie: it seems to go and even tries to speak, but is he dead?
The TV channel was launched with a half -year late, and his studio complex is unfinished, and content causes large complaints from telecritics. In general, the product turned out to be dubious from the managerial and professional points of view.
Antolius Lysenko. Photo: 1tv.ru And now the channel ends with money. CEO of OTR Antolia Lysenko said so. Very frankly: the channel budget has run out. And he added: "The legend that the channel can exist for donations did not justify itself." Then there was also information that the channel’s money, to continue broadcasting, will be enough until September, then the unknown and hope for manna heavenly or rather, budget, or subsidies from civilian and patriotic business. For citizens are in private to keep OTR are not ready to obviously.
It seems that the “Business Plan” or there, “Effective Management Solutions”, was the following consideration: to start state funds, and then live on donations. Otherwise, to explain why the channel has exhausted all the available funds in less than six months of work, not calculating that the money allocated by the state would not be enough until the end of the financial year (and taking into account the characteristics of the Russian budget process, it was difficult to calculate the devilishly explain. Unless frank carelessness or even (God forbid!) The thievingness of those who directly implemented the project.
It is not clear who initially disoriented Anatoly Lysenko and his colleagues. The experiments of their colleagues in crowdfunding (that is, the collection from the world on the thread for the existence of the television channel) has already at first undertaken (ceased to exist) and the existing rain. At the "rain", and, they did not come to the problem quite trivial: for incredible money, T -shirts with the logo of the television channel, visiting the filming of the Sobchak Live program, and even, it seems, dinner with the owner of the rain, Natalia Sindeeva worth a million rubles. All this did not bring a tangible effect.
Russian citizens, as far as one can judge, simply consider television a public good, which should be free. They are still ready to pay for newspapers and magazines - they get a certain thing. And understanding. That the television team is expensive, and you also have to pay for it - this understanding is not. Romantics with OTR had to alert another circumstance: if the viewer does not want to pay for a rather popular “rain”, then what will make him fork out for anyone unknown (at least for now) public television?
Yes, and it was enough to see the results of the survey, which conducted a VTsIOM five years ago to understand - the member of the death venture initially. About two -thirds (even more) respondents agreed with the idea: there should be a public, independent of the state of TV. Already less than a quarter of respondents agreed to pay for him. We want to, but we don’t want to pay: is it worth waiting for mass donations with such moods? It is unlikely.
The donors were still found. Part of his salary was sacrificed by OTR, the relevant minister Nikolai Nikiforov. Another 100 thousand was translated by the head of Rospechat Mikhail Seslavinsky. 500 rubles came from the not so famous woman from Vladivostok - Anatoly Lysenko himself spoke about these cases. But it is unlikely that there were more significantly more, and the channel can clearly be kept on these funds.
OTR. Photo: vesti.ru The future of the project is thus vague. First of all, because no one is interested in public television. The public, who is eager to see the opposition and all the lawlessness of the authorities, has “rain”, other citizens can or are forced to be content with federal television channels. You can also watch sports channels, cartoons on 2x2, Discovery or Culture. All this can now be seen if desired without any OTR, so that its niche seems quite controversial.
An equally important question is that the state that initiated the project is now not interested in its real implementation. The launch of public television was announced by Dmitry Medvedev exactly between two large metropolitan rallies in Bolotnaya Square and on Academician Sakharov Avenue. The authorities in the person of the Kremlin and Belodomovsky authorities were confused and tried to at least somehow calm the squares. Apparently then the old developments were extracted, it seems, the apparatus of Vladislav Surkov, on the return of the elections of governors and “public TV”. Just in order to somehow demonstrate that power is not deaf and not blind. Well, or in general, from a general mood, "it is not clear what to do, but something needs to be done."
Since then, the mood of the authorities have seriously changed. It became clear that the crisis as a whole managed to overcome and immediately no one goes to the Kremlin with a pitchfork. Yes, and if it goes, it will not be easy to reach him. In other words: there is no confusion left. But excessive self -confidence began to appear rhetorically. In addition, the personnel composition at the leading posts of the “political” (and not only) the Bloc of the Presidential Administration almost completely changed. Accordingly, the new authorities have their own vision of how old projects should develop.
The Prochrevsky youth de facto almost ceased to exist, they try not to use the Public Chamber more for serious purposes, the alignment in political technological circles working for power has slightly changed.
It is not surprising if public television falls victims of these perturbations. In fact, it is not in demand by anyone: neither citizens, nor power, nor the “party of power” or other parliamentary parties, nor even the opposition (some activists of which not so long ago spoke about the creation of “opposition television”).
Society does not need public television, paradoxically sounds. Politicians do not need it. Therefore, it cannot solve any problems at the moment. In such circumstances, money may not be found for him, unless, of course, the relevant authorities do not attach to him any business that is not alien to them, which will be popularly explained by the importance of the social responsibility of the business and the relevance of the project.
