"The Ministry of Finance of Russia fulfilled the court decision and transferred 8 thousand rubles to Oscar Krylov within the time period established by law. Today, the head of the Kazan human rights center Igor Sholokhov, representing the interests of a 23 -year -old guy," the official website of the Kazan human rights center (CCC) reports.
In February of this year, the Vakhitovsky District Court of Kazan partially satisfied the lawsuit of the 23-year-old Krylov: the victim requested 20 thousand. Human rights activists noted that this lawsuit concerned only the administrative part of the case. The victim will be able to file compensation for physical violence only after consideration of a criminal case against police officers.
According to investigators, on October 27, 2011, the victim was invited to the Dalniy police department under the pretext of repairing a computer. However, instead, the police reported that they suspect him of the theft of money made in August in the apartment of one customers of the programmer. According to the victim, the police demanded that he confess the theft, and after the refusal they put on his handcuffs, beat their hands and feet, after which they subjected violence with a pencil and a bottle. As Krylov recalls, the 29-year-old criminal investigator Amir Sharafullin shouted angrily to his colleagues when they could not immediately find the instrument for torture that the bottle in the department should always be.
Within two days, the young man was constantly interrogated and did not give to eat. As a result, he was forced to write a confession and admit a crime that he did not commit. The broken young man also told the police that at the age of six he stole a chewing gum from a kiosk.
The police managed to mislead the magistrate court, falsifying the protocol in which they indicated that the detainee "was loudly expressed by obscene abuse of passers -by, behaved defiantly, did not respond to the comments made." On October 29, the court found Krylov guilty of petty hooliganism and fined 500 rubles. In April of this year, Deputy Chairman of the Supreme Court of Tatarstan canceled the decision and terminated the administrative case against the victim.
OP "Dalniye" became sadly known in March 2012, when the detainee Sergei Nazarov was tortured there to his death. In total, 14 victims pass in the case of the scandalous department. 18 criminal cases are connected to one proceeding. 11 former police officers were prosecuted. Two have already been sentenced to two and two and a half years in prison. Today, July 25, at eight years, another person involved in the case was condemned - 30 -year -old Richad Muhamadshin.
In June, in the Volga District Court of Kazan, the case of another eight suspects began consideration, but it was returned to the prosecutor to eliminate violations. All meetings were held closed.
