There are families in Novosnezhnaya who have been living here for more than 100 years. But even these indigenous people cannot get land in order to build houses to their children. Says Viktor Rudykh:

They formulated their comments, but, not hoping that the local authorities would take them into account, they wrote the appeal to the governor of the Irkutsk region Sergey Eroshchenko so that he would not allow the adoption of the master plan.
