Lies in fulfillment of the order Part 1

We at Moscow State University, of course, are much better than at the University of Ulyanovsk, from where Valentin Bazhanov wrote in the last issue. And than in all other universities - they need to move from 1:10 to 1:12 with the “pedagogical” into many hundred hours, and we are allowed to stay at 1: 4 (number of employees: the number of students).

And in general, we have grace here, apparently from the regular visits of the patriarch. Our rector says; that “the adoption of the Law on the Reform of the Russian Academy of Sciences will make science more effective and comfortable for a particular scientist” (07/03/2013), and “rumors on the reduction of scientific employees in the Moscow State University are not true - we, like everyone else, are taking measures to enforce the president and government decrees” (07/17/2013) - in any case, RIA Novosti conveys his words.

I do not claim that the rector says a lie. But on the reality he mentioned in the context of “ taking measures ” it would be interesting to look at the level of documents. Exclusively in order to defeat malicious rumors, which strive to spread in the absence of accurate information and distract the rector from the affairs of state importance. As for comfort - I'm afraid that “we will see this” for a long way after the adoption of all this delight in the third reading ...

But I argue that all of us - the employees of Moscow State University - for a long time (albeit involuntarily) we participate in a systematic lies, and the execution of these decisions and instructions only aggravates this lies. Whereas, on the contrary, I would like to stop the lies or at least minimize.

It's good that not from the 9th floor without a stairs

So my classmate commented on the Polit.ru note “On the 9th floor without an elevator” ( http://polit.ru/article/2013/07/15/msu)-about a recent attempt to find out something about the reduction of state in Moscow State University through the so-called “electronic reception”. On the 9th floor of the main building we have a rector. Alas, it was not possible to talk electronically with this collective mind. First, my question there was tried to prolong the percentage there (it turned out that they were inseparable). And then, in almost in the mode of the answering machine, the Moderator Model said that “... at Moscow State University, a number of measures are being held to increase wages to scientific and pedagogical personnel using extra-budgetary funds and saving funds of the wage of vacant units. No reduction in employees at Moscow State University is carried out. ” The next question (already vice -rector for science Vladimir Evgenievich Podolsky) about where you can familiarize yourself with the documents regulating this “number of events”, the same answering machine said that the vice -rector was on vacation until September 1. Will go to work strictly on the day to which the ministry commanded to bring our average salary to 60 thousand rubles? Will it go straight to our bright future? It turned out - no. I am grateful to Vladimir Evgenievich, who read my question on Polit.ru, for a personal message about the inaccuracy of information about his vacation and for some answers (about them in Part 2).

I have no more questions to the "electronic reception". Probably, this tool is useful for clarifying someone's everyday problems, but it certainly imitates publicity in the system in which there is no one. And contributes to the further spread of rumors.

"A number of events" in the vacation season

Most Moscow State University employees are now on vacation. Some (and me too) while they spend a vacation on Lengoras, exchange impressions. In a whisper, noticeable even by e -mail, colleagues report that there is Moscow State University, which is not only interested in the regulatory document (“electronic document management system”), which is interested not only in the system, but you can’t see what is inside the document. It seems like at a military factory. “Copies of orders and other documents entered into the EDMS are sent according to the list of mailings created by the executor of the document inside the system” ( http://question.msu.ru/2564 ). And we are Everything outside, where among the non -possessed system, rumors are distributed, pushing the rector to communicate with RIA.

Well, about the military plant - of course I exaggerate. Internet access has not yet been blocked. There is some kind of “initiative group” ( http://vk.com/igmsu ), similar in style to the enthusiastic detachment of Timurovtsev, collects information about the “ number of events ” at Moscow State University. I got acquainted with interest with the message of the “competent source at the chemical faculty” - the totality of observations and rumors written well corresponds, primarily in connection with the refusals of the employment of graduates for free rates in July and reducing part -time workers. Although after the historical statement of the rector dated 07/17/2013, precedents of the administration consent to enroll young people appeared. Maybe the mysterious document in the EDMS is not obligatory for execution? Alas, only “made inside the system” can find out.

The rector told RIA that the empty vacancies have been reduced for decades. The personnel departments expandfully understood his instructions and extended it to the bets, released in June 2013. It looks like the creation of additional vacant units from the available filled ... Increasing wages in the context of polysemy in Russian

For all of us, not only for linguists, the problem of polysemia is relevant - the ambiguity of words (from the Greek πολύσημος). The phrase “wages”, appointed by the ministry to bring to the average in the region, is an excellent example of polysemia.

Many employees believe that their salary is indicated in the contracts signed with the administration, and thereby recorded for the entire term of the contract. The contracts say nothing about the work on grants and canopyers, from which there are sometimes salary allowances, so employees think that the salary along with the allowances is their income , which colleagues have already written earlier (for example, from the Siberian Federal University http://news.sfu-kras.ru/node/11373 ). In general, the vice-rector strictly indicated to us: “Research work performed under grants, state contracts and other contracts is additional for scientific employees and cannot be carried out during the main working hours” ( http://question.msu.ru/1944 ).

For contracting contracts, see below. But the increase is in 2013, and the renewal is until 2016, and, perhaps, this can be seen in the perverted administrative logic: “order and decisions” allow arbitrary interpretation. Of course, “raising wages using extra -budgetary funds ” can be expanded precisely regardless of contracts in which it is not written about extra -budget. I will not discuss the arithmetic here with which the rector received the following assessment for RIA Novosti: “Today is the average salary in the faculty of more than 60 thousand rubles, it exceeds the average salary of the region” http://ria.ru/society/20130717/950373432.html . I just do not know how to conduct an arithmetic calculation without some of the numbers necessary for it (according to the "extra -budget"). And if you are guided only by accessible figures-by order No. 228 of 04/22/2013 and the application to it ( https://vk.com/wall-27917858_12700 ), with a reference to the regulations of employees of Moscow State University dated 08.29.2008 ( http://igmsu.org/doc/msu_works_remunration.pdf ), and even take into account the note about stimulating payments, it is impossible to obtain a rectus result in principle. These documents were sent from the office, that is, not very secret - although I have not found them on the website of Moscow State University.

Extra -budgetary funds and "anti -obnalika"

It is hardly necessary to prove that (a) extrabudgetary money is always “shorter” of our 5-year contracts and are not evenly distributed by years; (b) unlike budgetary, they do not fall on top “at Moscow State University in general”, but stand out for specific work of certain groups; (c) The estimates of expenses in this case are (accurately up to overhead costs) specific specialists responsible for the result.

Suppose a paragraph (a) with averaging throughout the immense Moscow State University may not be so important. But (b) and (c) - very even. If in the hungry 90s “cashing” flourished (then they limited the share of money for salaries), now they want to persuade us to “anti-obnalika”-to pay salaries with the subsequent purchase for cash supplies and components, the payment of the work of designers and craftsmen, as well as co-executors outside the Moscow State University. The lies turned 180 degrees, but there are still few people can do without it. This lies, like tenders with the participation of imaginary competitors, have already become a part of morality - it seems like it is not shameful to lie, comforting themselves with “production necessity”.

With quite specific grants and agreements, we must raise wages - the one that is actually income - on average for Moscow State University. There is something in this from the Pervomaisian solidarity of the working people, but it will not work to report the results in jointly by the entire multi-thousandth team of Moscow State University.

Among us there are rumors that some administrators are already persistently asking for their subordinates - project managers - to change the estimates of 2013, increasing the “salary article”. Not only the bureaucratic organization of tenders, but also the salary forcibia will now push the design of projects through co -executors. However, soon everyone will understand that despite these circumstances, all projects should be “to conduct” through Moscow State University - otherwise not to prove their effectiveness ...

The effectiveness of science is significant, rude, visibly

I sincerely want the presentation of the rector at the scientific council of Moscow State University 06/17/2013, mined from the cache ( http://igmsu.org/?itemid=87 ), turned out to be a fake. In order for the use of indicators for increasing the efficiency in the field of science it turned out to be that on slide 21. And even if it were not true that the heads of the units will demand - money, more money, and only money (slide 28). “Effective contract” (we must be concluded with all until 2016, if we live), in contrast to the current “just contract”, will stop linguistic discussions about salary and income, visually emphasizing our effectiveness directly in the extracted rubles. Why, then, the “truth in the last instance” system was billed, why “stimulated” publications, made a list of “high -rated magazines”? - This, like, does not bring extrabudgetary income, refers to research, and not to R&D?

In connection with research, the first line is simply intriguing in the list of expected changes in the field of science according to the Federal Road Camp (Slide 14). Apparently, “researchers who are not involved in science” should appear - they will save the salaries on a voluntary basis [emphasizing and !!! my. - G.T. ]. And the researchers who are able to bring income to the institution will be allowed to sign “effective contracts” with a direct indication of this very volume of R&D (slide 35). They still need to be published in high-rated magazines and have quoting. But to the professors of Moscow State University (Slide 33), it is enough to demonstrate the gross indicator of “educational and methodological and scientific publications”, without any ratings there.

Of course, all this can be a fake, it is not on the website of Moscow State University. Or maybe this is a real presentation of the rector, but without his oral comments the meaning is perverted? Maybe he said, for example: “Watch what stupidity they offer us to do - but we will not do that”? Maybe he rightly noted that at Moscow State University it is impossible to share the contribution of the PPS and the scientific state either to research or the educational process? That training for science is impossible in isolation from living science? Well, the other common truths may have said ...

And here it is time to finally report the most important and dangerous lies, in the atmosphere of which Alma Mater has been living for many years.

The salary in the modern world, especially in the appendix to scientists and university teachers, should primarily serve to attract qualified specialists. If you try to attract people with a proposal like: “They gave out a gun and certificate - spin as you want”, then a little chance of it (we also recall that according to one of the vice -rectors of Moscow State University, you can only work on grants in extracurricular times). Moreover, de facto, it is more difficult for employees of Moscow State University to get additional financing for at least two reasons.

Firstly, Moscow State University is one legal entity, which makes it difficult for a number of competitions. Secondly, it is not a secret that in many funds there is an opinion that funds should be distributed more uniformly, and therefore there is an increased barrier for employees of institutions, where, in relation to Moscow State University, this opinion is largely associated with the permanent construction, with “golden rain” on megazhelyzo, which the vast majority of natural-scientific groups, actually providing high civicity and providing high citation and A large number of quality publications, do not concern).

The question of salary should be reduced to what a person has, conscientiously fulfilling his contract task. It is sad to see that all the activity that arose at Moscow State University is clearly not aimed at providing employees with the conditions for efficient labor, as well as attract the most qualified specialists to Moscow State University, and is associated only with the “fulfillment of the president’s order”.
