The subsidiary "Oboronservice" requires a refund of advances from the contractor through the court

The company "The Main Directorate of the Arrangement of Troops", a subsidiary of Oboronservis, filed claims with its contractor - Stroyimpulis SMU -1 - demanding to return over 9 billion rubles of advance payments. Meanwhile, it is known that part of the money received was spent on the acquisition of real estate of the military department from the structures of the same Oboronservis. These transactions are now investigating the TFR.

According to GUOV, in 2010-2012 Stroyimpuls, led by the late St. Petersburg businessman Sergei Amelin, received 17.2 billion rubles of advance payments from the company. 10.2 billion out of this amount remained not worked out. At the same time, Stroyimpulis transferred 2.4 billion rubles of advanced payments to the company “Theorem”, also controlled by Amelin. This money was spent on the purchase of buildings and land plots that previously owned the Ministry of Defense. These, in particular, are the buildings and land of the 31st State Project Institute of Special Construction, whose shares in March were returned to the state at the request of the Investigative Committee.

The new leadership of the GUOV, which came in the spring of 2013, decided to terminate the contracts with Stroyimpulse and filed two lawsuits to it in the Moscow Arbitration Court demanding to recover advance payments. A similar lawsuit was also filed with the “theorem” in the Arbitration Court of St. Petersburg and the Leningrad region. As a security measure, the GUOV petitioned for the arrest of 15 objects acquired by the "theorem" in Moscow and the Moscow Region.

Amelin died on January 20, 2013. As reported, the cause of his death was a heart attack. Gazeta.ru, citing a source in the military department, reported that Amelin suddenly died in his country house immediately after the interrogation in the Oboronservis case. Izvestia, referring to Colllen of the businessman, denied the fact of his interrogation. Nevertheless, the publication noted, Amelin was very concerned about the interest of the Investigative Committee of the Stroyimpuls on the state contracts.
