
Despite the fact that the Internet community has been preparing for a long time to introduce the “anti-pirate law” (187 of the Federal Law ) , he still entered into force somehow unexpectedly. On August 1, the “ Register of Domain Names and Site Pages ... containing information distributed in violation of exclusive rights” began to function. On social networks and on popular Internet forums, hell opened. It is difficult to differently describe the endless series of cries and curses that poured into Russian lawmakers.
Many large Russian Internet resources noted this event with a “strike”. The mail.ru postal service , for example, hung a special banner on the main page with reference to a statement about his position on the “anti -pirate law”.
The Lurcomorye network encyclopedia and the Monitoring Service of the “Register of Forbidden Sites” Rublacklist generally stopped working, replacing the main page with a plug with the inscription: “Closed by decision of Roskomnadzor”. Of course, the note to this statement says that no one has yet been blocked, but such messages can “appear soon” in a runet in large numbers.
And the popular anonymous forum “Dvach” in protest replaced the standard monochrome background of the pages with a photograph of the deputy Elena Mizulina. By the way, it is not directly related to the new law - in the list of initiators of the bill on the website of the State Duma it is not. But, apparently, many statements by Mizulina forced the anonyms to perceive her as the main opponent of the Internet.
The current version of the law was hastily developed and adopted by deputies in June of this year. And already on July 2, the law was signed by Vladimir Putin. Prior to this, the Ministry of Culture prepared several options for a similar bill and was going to put it up for discussion of the expert community. But the State Duma was ahead of ministerial officials.
The law is still concentrated only on the works of cinema (by books and music, lawmakers will be engaged in autumn). The legal mechanism for blocking content turned out to be extremely bulky. Only the Moscow City Court will be engaged in claims of the legal owners of content to Internet resources. The copyright holder, who discovers his film on the Internet, is proposed to send a statement and certain documents there , "confirming the fact of using the objects of exclusive rights in information and telecommunication networks."
If the Moscow City Court on the basis of the application decides on “preliminary interim measures”, then he issues the “Executive List” to the copyright holder. This document must be sent to Roskomnadzor, which will deal with the hosting provider and identify the owners of the site. In any case, the content should be either removed by the owner or blocked by the provider. After all these manipulations, the copyright holder must have time to file a lawsuit in two weeks, otherwise the decision on “preliminary support” will be canceled.
The first claim of the copyright holder, put forward in accordance with the new law, appeared on Thursday. The company "Cinema without Borders", which is engaged in the distribution of films of the ARTHAUS direction in Russia, sent a statement to the Moscow City Council, demanding to block several films on the VKontakte social network.

The court said that we were the first who turned under the new law. Interestingly, in the end, the Moscow City Court refused the Cinema without borders, however, on formal occasion. “The applicant did not submit documents confirming the applicant’s rights to the facilities in respect of which preliminary interim measures are requested, and photocopies of rolling certificates cannot be recognized as such, since they only confirm the presence of the right to implement film and videos,” the press service of the court said .

In terms of the reaction of the Internet community to the “anti-pirate law”, the fate of online patterns, the authors of which require the “law against the Internet”, can be called very indicative. The document exists in different versions on two resources: on the online online.ru and the Russian public initiative on the official portal. On August 1, interest in these petitions sharply grew - the total number of votes cast for them increased by about a thousand every hour.
“The petition is currently signed by 1290 people/hour. The signature is placed every 2-3 seconds! Through public services! Very strong! ” - bloggers on Twitter admired on Thursday. To date, the petition on OnlinePetition.ru has already been signed by 146,100 people. These are much more than a threshold of 100 thousand signatures necessary for considering the document by the federal government. The Russian public initiative is also approaching the threshold indicator. At the time of writing, the petition was signed by 77,800 people.
By the way, on August 1, the Roy website worked with some delays. Internet users suggested that the resource was subjected to DDOS attack or was even deliberately “spoiled”. “ There is a feeling that their site has become worse working. Opens pages longer. And when voting, it thinks noticeably longer. Maybe they did this specifically so that fewer people have voted while the excitement. Nevertheless, the petition, apparently, will still gain the necessary 100 thousand votes. The results of its consideration in the government can be different. Most likely, even if the hated law is revised, the results of these changes will not arrange the Internet community. For many years, users have used to absolute freedom of action. An additional irritant here, of course, will be the demand for Roskomnadzor to allocate 97 million rubles a year “for the implementation of the law”.
But from the events of recent days, one can take another interesting observation. On August 1, a rare unanimity reigned in Runet. Russian society (on the example of “Internet failure”) showed that, contrary to the opinions of pessimists, it is still capable of uniting and joint actions. At least in cases where the problem created by the authorities begins to touch everyone without exception.
