A number of members of the HRC are called the verdict "unreasonably cruel." The outrage of the members of the Council was also caused by the statements of Pavel Vereshchagin , the state prosecutor in the first process in the Farber case. “Of course, any case -law can become an object of public legal analysis. But first, the HRC should approve the principles of such an analysis and the formation of an expert pool,” said Mikhail Fedotov, chairman of the HRC. In September 2011, the businessman transferred 132.6 thousand to Farber to ensure that the director of the DC agreed to sign the acceptance certificate of the work performed, although the repair was not completed. Employees of the FSB detained Farber immediately after receiving the second amount. The damage caused to the budget as a result of not fully completed work was estimated at 941 thousand rubles.
