The court recognized the warning of Transparency International

The Zamoskvoretsky Court of Moscow rejected the complaint of the autonomous non-profit organization "Center for Anti-Corruption Studies and Initiatives" Transpenseri International-r, reports RAPSI. NCO appealed to the actions of the deputy prosecutor of the capital in connection with a warning issued at the end of April about the inadmissibility of violation of the law.

"The warning made is illegal and is subject to cancellation, since it does not indicate that the center is preparing to carry out illegal actions. Without identifying reliable information about such actions, the prosecutor did not have the right to make a warning," the representative of NPOs Alexander Glushenkov told the court.

In a warning, the prosecutor's office refers to the organization’s activities before the law on foreign agents entered into force, Glushenkov noted. He also added that in February the Ministry of Justice conducted a check of the Russian division of Transparency International, as a result of which there were no violations in the center of the center.

The Director General of the Center Elena Panfilova emphasized that the accusation of political activity is jealous of the existence of the organization. “The international movement supports us very much: we sent letters that we are not engaged in political activities, we introduced them to the materials. However, from a legal point of view, we will have to stop our activities if we admit that it is political in nature,” Panfilova told the court.

Civil anti -corruption activity is aimed at civil control, and not a change in policy, she noted. Panfilova also believes that with the help of linguistic examinations it is impossible to prove that civil activity is political.

“This warning infringes on the rights of employees of the Center, my rights. It puts the existence of the Center in jeopardy,” Panfilova said. At the same time, she added that if the organization has to be closed, the corruption activities will continue.

In turn, representatives of the prosecutor's office reported that they were familiar with the results of the organization’s inspection by the ministry, but recognized its conclusions "inappropriate." “The applicant’s arguments are completely insolvent and are not subject to satisfaction,” the prosecutor said, explaining that the supervisory authority has the right to conduct his checks and make a warning according to their results.

On April 26, Panfilova said that the prosecutor's office informed the Russian division of the International Organization of Transparency International that the organization was engaged in political activities. According to her, this does not mean that NPO has received the status of a "foreign agent". "It is established that we are engaged in political activities, but not the fact that we are foreign agents," Panfilova said.

"This is called a warning that in our activities, in our charter, signs of activities that have an impact on public opinion were found on the activities of law enforcement and state authorities. If we receive foreign money for this activity in the future, we will have to register foreign agents," Panfilova explained.
