ONF launches his own "Rospil"

Already in September, the All -Russian Popular Front intends to launch a website to control public procurement. A similar site was created by Alexei Navalny 2 years ago. The opposition’s idea was so popular that they decided to intercept her in the front. At today's press conference, the co-chair of the Central Staff of the ONF Alexander Galushka told reporters that annually, 12 trillion rubles pass through the public procurement website. About 1 trillion of them settles in the pockets of corrupt officials.

The purpose of the site created by the ONF is in an accessible form to tell visitors about the legislation in the field of public procurement and the contract system, so that any citizen can understand whether there are violations when placing some contract with its district clinic or not, and file a complaint. “If our visitors reveal the facts of waste, this information will be automatically transmitted to the Federal Antimonopoly Service and other bodies. We will also work with the Prosecutor General and Rosfinnadzor. Experts of the project will be specialists from the Higher School of Economics and the Chamber of Commerce and Industry, ”said Galushka. According to him, the portal will also be placed a page with a library of identified cases of wastefulness and corruption (under the working name “Wiki-Styring”) and a page of examples of conscientious state procurers. The ONF portal will have pages in all social networks and applications for different operating systems on tablets and smartphones.

They do not talk about the sources of financing in ONF, assuring journalists that all experts will work at free.

At the same time, Galushka assured that even Alexei Navalny would be able to become an expert of the site, which opened a similar portal of Rospil in 2011, thanks to which for 2 years his employees abolished contracts in the amount of 59 billion rubles. “The project is open to everyone, and everyone who wants to participate in it will be able to do this. Moreover, not only Navalny, but also “Business Russia”, 2 years ago, established an association, which was engaged in the search for theft in the field of public procurement. We simply did not promote this situation, ”said Galushka Slon.

Rospilus has existed for several years, but so far none of the government agencies with proposals for cooperation has been applied to the organization. “We have various cases of interaction with the FAS: both successful and unsuccessful, but there were no proposals about cooperation. And I learned about the ONF project only from you, ”says Rospil coordinator Konstantin Kalmykov.

He believes that if the ONF website simply collect citizens' complaints and automatically send them to the antitrust service, these complaints will go into the void. “The problem is that the complaint to the FAS should be accompanied by a check. Since most facts identified by citizens are not reasons for complaints. If an official buys a car for 3 million, this is not a reason for a complaint. Therefore, the launch of the site itself does not make sense, it is necessary that a team of lawyers work on it. Without this, it will be sending letters to nowhere, ”Kalmykov notes, commenting on the situation Slon. He is sure: in order for public procurement to be checked efficiently and efficiently, significant financing is necessary. So, in two years of the existence of a similar project of Navalny, about 10 million rubles were received in his account.
