The head of the Ministry of Finance Anton Siluanov believes that the regions of the North Caucasus spend too much money on the maintenance of officials, Kommersant reports . The minister said this in Pyatigorsk at a meeting of the Government Commission for the Development of the North Caucasus Federal District under the chairmanship of Prime Minister Dmitry Medvedev.

The North Caucasian regions are still highly submitted, the minister said. According to him, the total subsidation level of their budgets in 2012 increased by 20 percent against five in the whole country.

Siluanov recommended the republics to reduce the number of officials. If on average in Russia there are 1.8 officials per thousand inhabitants, then in Ingushetia - 4.6, in Chechnya - 3.5, and in general in the North Caucasus Federal District - 2.1. According to the minister, significantly higher than average and the costs of maintaining one civil servant.

At the same time, Siluanov noted a large number of service cars in the regions of the district. "The champion is, of course, the Chechen Republic," the minister said. There, the number of cars on the balance of state bodies exceeds the average value in Russia by more than four times. "In the Chechen Republic, there are about half of all service cars from the North Caucasus Federal District. That is, there is an opportunity to optimize," Siluanov emphasized.

According to the minister, tax reserves are not used in the republics. Tax benefits in the North Caucasus Federal District, according to the Ministry of Finance, are two times higher than the average Russian. Because of them, the republics were short of about 7.3 billion rubles of income in 2012. "There are regions where property tax benefits have up to 90 percent of the categories of taxpayers," said Siluanov. 42 percent of taxpayers have benefits for transport tax in the North Caucasus Federal District. Only 75 percent of the housing rate is paid in Chechnya.

"In both republics, systemic violations related to non -compliance with the terms of agreements on the provision of inter -budget transfers from the federal budget, numerous violations of the legislation on the placement of state orders in the execution of state contracts for the construction of republican property," the report said.

In March, the Accounts Chamber discovered financial violations for 7.9 billion rubles when checking the use of budget money in the Chechen Republic. This amount exceeds 10 percent of the republican budget. The nature of the identified violations was not specified. Based on the results of the audit, the Accounts Chamber has given recommendations on the development of mechanisms for monitoring and evaluating the effectiveness of achieving indicators established by the republican target program "On Combating Corruption in the Chechen Republic for 2011 - 2013".

In November 2011, the Accounts Chamber published a report according to which the total amount of violations in the spending of budget funds allocated to the subjects of the North Caucasus Federal District for the year exceeded 18 billion rubles. "Only in 2010, the regional budgets of the North Caucasus Federal District received inter -budget transfers in the amount of 167.8 billion rubles, while the volume of financial violations identified in the year amounted to more than 18 billion rubles," the release said.
