Mosgorizbirk brought to a candidate for mayors of Moscow from the RPR-Parnas Alexei Navalny oral warning, the press service of MGIK reports . The decision was made based on the results of consideration by the working group of the commission of the complaints of the candidate from “Fair Russia” by Nikolai Levichv to use by allocated illegal propaganda materials.
"Navalny A.A. The candidate young, inexperienced, is for the first time. We are sure that in the future the candidate will take into account his mistakes and will not allow violations of the law by employees of his election headquarters," the message said.
"The members of the working group decided that the grounds for the removal of Navalny were not enough in the court. They emphasized several times," Anton Timchenko, a member of the Mosgorisbirkoma, told RIA Novosti. According to him, two points appear in the decision of the working group. “The first point is to verbally warn Navalny about the inadmissibility of violations in the implementation of campaigning, the second point is to pay attention to Navalny to the need to comply with the law in the manufacture of agitmaterials,” Timchenko said.
On Thursday, the head of the Moscow City Walentine Gorbunov said that the commission may in the near futurefile a lawsuit in court on the removal of Navalny from participating in the elections of the Moscow Mayor. According to Gorbunov, the commission conducts an audit of the Navalny election campaign. “If the violations exceed the norms established by law, then the issue of canceling the registration of a candidate Navalny will be,” the official concluded.
As explained in the commission, Navalny violates the order of election campaign. In particular, he distributes agitmaterials that are not paid from the funds of the candidate and not containing weekends laid down by law.
As for the scandal with the Montenegrin company Navalny, no documents have been received in the Moscow City City Complex on this occasion. Gorbunov noted on Thursday that candidates are forbidden to have foreign accounts and real estate, but the law does not have a direct ban on doing business abroad .
On August 13, according to the denunciation of Levichv, the police stormed the apartment on Chistoprudny Boulevard, which is rented by the supporter of Navalny Vasily Droovetsky, and conducted a search there. The next day, an unnamed employee of the Moscow City War Issue said that during a search in the apartment they found about 2 tons of campaign materials. Drovetsky and other supporter of Navalny, Oleg Kozlovsky, received 10 days of administrative arrest in Part 1 of Article 19.3 of the Code of Administrative Offenses (disobedience to the legal request of the policeman).
On August 20, "Fair Russia" filed a new denunciation to Navalny to MGIK. It states that on August 15-19 on election pickets in support of the candidate from the RPR-Parnas "Unidentified Persons" distributed printed agitation published with a number of violations.
On the morning of August 22, the police held a raid in the printing house of the Moscow Publishing House, where agitation is printed for Navalny, as well as the candidate from the Communist Party of Ivan Melnikov, and arranged a recess of documents there. The raid was organized by a written order of the deputy chief of the police in the Northern District of Moscow.
Meanwhile, on Thursday, the Moscow City Court rejected Navalny's claims against the acting Mayor of the capital Sergei Sobyanin . On August 19, Navalny accused Sobyanin that he did not introduce the written consent of President Vladimir Putin to his nomination in the Moscow City Writing. Meanwhile, according to the law, Sobyanin, who resigned to participate in the new elections, must enlist such consent. On Tuesday, Gorbunov demonstrated this document , however, his legal force was doubted by the supporters of the candidate from the RPR-Parnas.
The representative of Navalny asked the court to appoint Putin’s handwriting examination on a document on which he allows Sobyanin to participate in the mayor of the city. The court rejected this petition, as well as a petition to call Putin as a witness.
