In Moscow, the idea was put into motion, which the Ural politician and businessman Anton Bakov tried to implement even under the former mayor Yuri Luzhkov. We are talking about the addition of low-rise Khrushchev-era buildings, without evicting residents, through the sale of which the residents would receive a landscaped local area, a parking lot or a playground, and additional living space.

According to RBC, the Moscow Department of Urban Development Policy has announced a competition to create methodological recommendations for those wishing to reconstruct a residential building with the addition of upper floors without evacuation at the expense of the residents themselves, Rossiyskaya Gazeta writes. There are already examples of such houses in Moscow. On Mishina Street, 32, for example, new walls are being built around a house built in 1957. Next year, five additional floors should appear directly on them. This will make the existing four-story building wider and more than twice as tall. Thanks to this, residents of the building will be able to improve their living conditions by paying for the built-on apartments at cost. And new residents will move into some of the apartments - this will help pay for the reconstruction. In total, 30 more apartments will be added to the 16 existing apartments, the publication writes.

It is reported that for this it was necessary to create its own legal entity - the Homeowners Association, of which all owners of premises at this address would become members. In order for the created partnership to exercise its right to be a customer-developer, it is necessary to resolve a whole complex of property, land and legal issues regarding the transfer of a residential building to the balance of the HOA, carry out surveying of the land plot, and transfer it to common property.

The main thing is to obtain permission from the Moscow government. Thus, Anton Bakov and his partners previously failed to implement the idea in the capital precisely because of the lack of agreements with the city authorities. It is no secret that the capital’s construction complex was controlled by Luzhkov’s wife, Elena Baturina, and such contracts were carried out exclusively by offices close to the mayor’s family. The city authorities approved a program for the superstructure of Khrushchev buildings for several years, and behind the scenes it included houses with the maximum share of state property (in Moscow, a significant part of the apartments that are the property of the municipality are rented out).

With the arrival of Sergei Sobyanin, the affiliation of the construction sector with the Moscow administration decreased, so the idea became more widely used. When asked why they did not try to implement the project in Yekaterinburg, the participants in those events answer that in the capital of the Urals they would have faced exactly the same problem as in the capital.
