The Ugra authorities decided to make life significantly easier for the managers of their unitary enterprises. As Znak.com learned, now the salaries and annual bonuses of government top managers will not depend on the economic performance of enterprises. The corresponding amendments to regional legislation were carried out by the director of the department for state property management of Khanty-Mansi Autonomous Okrug Anatoly Utkin.

The changes will affect the government decree adopted at the end of 2011 on the procedure for remuneration of managers of unitary enterprises of the Khanty-Mansi Autonomous Okrug. This document regulated both the procedure for calculating payment and the approximate form of the employment contract. This form stipulated that the salary and bonus of the head of a state-owned enterprise directly depended on the economic efficiency of the enterprise, for example, on the receipt and increase of company profits. However, the department considered that this rule was illogical. Therefore, the curator of state property of Khanty-Mansi Autonomous Okrug Anatoly Utkin proposed to exclude it. His explanation is simple - state unitary enterprises are not commercial structures, so it is not worth demanding that they make a profit.

“The government of Ugra is the founder of non-profit organizations that were created to achieve various goals. For example, providing affordable and high-quality housing to residents of the district, implementing the main directions of the autonomous district’s policy in the field of supporting small and medium-sized businesses, increasing the energy efficiency of the district, and so on. These structures mainly carry out their activities in accordance with target programs, where the expected results are quantitative and qualitative indicators, for example, job creation, an increase in the number of small and medium-sized businesses, and not indicators of economic efficiency of activities, such as revenue and profit. And since non-profit organizations do not envisage making a profit as the goal of their activities, which is currently the main indicator for determining the amount of the annual bonus of a manager, this norm should be excluded,” points out Mr. Utkin.

Also, according to him, it is illogical to determine the amount of monthly monetary incentives depending on the proceeds from the sale of goods, products, works, services received by the enterprise based on the results of work for the previous year. “These indicators are not key in the work of managers of non-profit organizations, therefore, determining wages based on the achievement of these indicators by managers is ineffective,” he argues, insisting that the main criterion for the work of hired managers is the quality and quantity of services and other activities, carried out in the process of implementing target programs.

As Znak.com learned, Utkin’s proposals were supported by all members of the district government. At the same time, two years ago they held the opposite opinion. Let us recall that in the fall of 2011, officials already changed the regulations governing the payment of salaries to directors of district unitary enterprises. The document, adopted 12 years ago under Governor Alexander Filipenko, did not require any economic victories from the leaders. Under Natalya Komarova, they wanted to change the approach to state unitary enterprises. It was found that the salary of a manager depends on the economic performance of the enterprise.

Salary began to consist of three components: official salary, compensation and incentive payments. The official salary is a basic part and a monthly monetary incentive. Its volume is calculated by multiplying the base salary by the increasing factor. The value of the increasing coefficient was precisely set depending on the group of the enterprise, which is determined depending on the revenue of the state unitary enterprise based on the results of work for the previous year. The minimum size of the increasing coefficient is six (for revenue less than 25 million rubles), and the maximum is 16 (for revenue more than 2 billion rubles). Compensation is a regional coefficient and monthly percentage bonuses for work in the Far North. Incentive payments are bonuses based on the results of work for the quarter and for the year. Their size can be half the official salary, taking into account the regional coefficient and percentage increase. But again, the volume of payments to the head of a state-owned company began to depend on economic results: the enterprise must not have arrears of wages or facts of non-fulfillment of contractual obligations that resulted in losses for the enterprise, and so on. As a result, the minimum salary, taking into account coefficients and incentive payments, is approximately more than 80 thousand rubles per month, and the maximum is more than 200 thousand rubles.

Former director of the department for state property management of Khanty-Mansi Autonomous Okrug Maxim Shevchenko, who insisted that state unitary enterprises should bring profit to the district, stated that the new rules should improve the efficiency of managers. “Now there is only one main indicator that the authorities focus on when approving wages - the profit of the enterprise. Previously, there were many of these criteria. Including the presence of branches, the number of working people, and so on. We believe that such an indicator as profit contains all these points; it is profit that determines the general situation in the enterprise, indicates the success of the work, or vice versa,” noted a representative of the department. But in less than two years, the position of the authorities has changed dramatically.

Let us note that the department for state property management of the Khanty-Mansi Autonomous Okrug did not respond to an official request from Znak.com about the indicators with which the district state unitary enterprises finished 2012. Also, the information is still not presented on the department’s website, although there is a separate corresponding section there. However, it is known that based on the results of their activities in 2012, unitary enterprises will allocate a little more than 11 million rubles from their entire net profit. Considering that this is only 10%, the remaining 90% of the profit is sent to the accumulation fund and consumption fund of enterprises, the total profit received is just over 110 million rubles. We can compare the situation with 2010, when the total profit of Yugra state unitary enterprises amounted to about 340 million rubles. Why, given the obvious negative dynamics, the approach to remuneration of top managers is changing remains unclear, including to the deputies of the district duma.

“Everyone in the district knows what a cash cow some of our state unitary enterprises are, how rich their leaders are, and only a strong lobby did not allow them to be punished. Today we are again coming to the system that was in place under the previous governor with a very strange wording - enterprises are not commercial. What are they? And how can this be correlated with the requirements for the efficient use of state property? But the property assigned to unitary enterprises amounts to 8 billion rubles. Maybe it would be easier to rent out this property to commercial enterprises and make a profit from it? Or it’s easier to sell it and place it in a bank for deposits, because this will obviously make it easier for the Ugra economy than just maintaining all these strange state unitary enterprises. Everything I heard from Utkin is unconvincing and clearly has some kind of personal character. Apparently, they decided to make life easier for someone specific,” one of the deputies shares his opinion.
