
Yandex made the initiative to mitigate the anti -pirate law. This was reported by Gazeta.ru with reference to the statement of the company received by the editor.
Criticism of Internetmen caused, in particular, the norm on blocking sites with pirate content. Yandex proposes to exclude this norm from the law, calling the blocking by step excessive and unreasonable. Along with this, the company proposes to provide in the document the possibility of unlocking the page in the event of a false statement of the copyright holder.
Also, the Yandex statement says about the need to exclude the term "information intermediaries" from the law. “You can calculate what to provide the possibility of accessing the material is also to give a link to this material. And if so, then you are an“ information intermediary, ”the company describes a possible interpretation of this term.
Finally, the company declares the need to include in the requirement of the copyright holder to delete the full address of the page, and not just IP.
Law No. 187 "On Amendments to certain legislative acts of the Russian Federation on the protection of intellectual rights and information and telecommunication networks" was signed by President Vladimir Putin on July 3. It allows Roskomnadzor to block the IP addresses for illegally published films and links to them.
The document entered into force on August 1. On the same day, Roskomnadzor opened a register of films and resources that appear in the decisions of the Moscow City Court made according to the anti -pirate law.
The first such decision was made on August 7 . It belonged to the torrent tracker Rutor.org.
On August 21, Roskomnadzor blocked the first site in accordance with anti -pirate law . They became the OpenSharing.org resource. As the department stated, the site owners did not eliminate the technical capabilities for downloading 10 pirate films in the allotted time.
Meanwhile, by August 10, a petition demanding to cancel the anti -pirate law published on July 4 on the Russian Public Initiative website received the support of 100 thousand people necessary for consideration at the federal level. On August 20, the head of the State Duma Committee on Civil, Criminal, Arbitration and Procedure Law Pavel Krasheninnikov said that the committee will consider this document.
