On Wednesday, August 21 in the evening, a meeting of the labor scientist Luda and Navalny took place. There were 30 people of us - mainly doctors of sciences and professors, not burdened with administrative posts and academic titles, plus several young candidates. Everyone imagined only himself.
The initiative came from the Navalny team. We supported their idea for a simple reason: this summer, the politics came close to us, scientists, and with special addiction took up the Academy of Sciences (remember - “If you are not engaged in politics, then it will take care of you”). So, it’s time for us to do, if not by politics, then at least politicians - that their next generation is more respectful about science in particular and common sense in general. Alexey Navalny, of course, is a promising politician, thanks to his courage, perseverance, energy and growing popularity. This is not denied by his opponents. Even if his prospect is not the closest, he is one of those who may be the future. Therefore, it is extremely important to explain to the young policy, while it is susceptible to what science is, why it is needed (those politicians who are now in power do not understand this at all), what it means to manage science, as is happening in other countries, what is in our science, which threatens the reform of the Academy and so on. Well, of course, it was extremely interesting to listen to the candidate not on TV, but in direct communication. Some participants told colleagues in advance that they did not cause Navalny as such, they did not cause any political sympathy, and they plan to vote for him in the Moscow Mayor only in protest, due to the lack of other options. Nevertheless, they considered the meeting appropriate, and in the followed discussion they recognized that the impressions were positive.
At the beginning of the meeting, Alexei spoke, spoke about his political biography. He talked about a meeting in Troitsk, which was a day earlier. He formulated his attitude to the bill on the reform of the Academy of Sciences: judging by the secrecy in which this bill was preparing, and the speeds with which they tried to adopt it, he does not bode well - good laws are not adopted in three days. Also, Alexei pleased the hall by the fact that he was familiar not only with such a phenomenon as Yuri Kovalchuk, but also with such as Mikhail Kovalchuk. Like, two steam boots.
“However,” he said, “maybe I'm mistaken, and you consider him an outstanding scientist.” A friendly laughter rang out in the hall. This has somewhat facilitated further discussion.
At the end of the speech, Alexei stated that he was ready to protect our interests, as well as the interests of other workshops, by all means available to him: lobbying bills, harassing to power with “naive” issues that put it into a dead end and force something to do. He asked us to explain what exactly he should do in this direction.
We had a slightly different plan - to give a general picture that allows a person to navigate and make specific decisions himself, in particular, to formulate the very naive issues. Looking ahead, I’ll say that this failed to the extent that I wanted, because it was really difficult to prepare well and most importantly, adequately, to adequately coordinate the performances of several participants in a short time.
The first from scientists was the author of this report. The performance was focused on the motivation and significance of scientific activity - it was made on the basis of an essay published on page 11, only shorter and less smoothly. In the end, I only added some figures characterizing the weight of the Russian Academy of Sciences in our science: 55 thousand scientists from approximately 500 officially registered in the Russian Federation, who publish more than half of scientific articles and are among which there are 60% highly social scientists.
Then Galina Zirina (chemical faculty of Moscow State University) came up with the fact that in Moscow there are half of the entire existing Russian fundamental science ( www.expertcorps.ru/static/cms/map_final.pdf ), and many employees of the Moscow Science Complex are also residents of Moscow. There are many large universities. Therefore, the main front of the state war with science and education, declared in the summer of 2013, is now passing through Moscow, and Moscow politicians inevitably find themselves on this front. I will give the theses of Galina, written in advance and sounded at the meeting.
At the end of the speech, Galina expressed the hope that the Navalny team in the future will be able to engage in not only obviously useful exposures of corrupt officials, but also a systematic work of a constructive orientation.
The next was the vice -rector of an independent Moscow University (part -time IPPI RAS and CNRS) Mikhail Anatolyevich Tsfasman. He told how science is controlled in the civilized world, how scientific funds work, how the CNRS-National Center for Scientific Research in France was organized in France, how it grew and developed. All over the world, both scientists and officials participate in science management. Question: How is the interaction between them? M. A. gave the following example: the scientist formulates the task and asks the official to realize it at the level of bureaucracy. The official says: "This is impossible, contradicts the laws." The scientist replies: "Find the ways how to do the same result." The official is looking for and, as a rule, finds a way out.
The next speaker, Sergei Sibiryakov (Iya RAS), who worked for a long time in Cern, said that in fact the French bureaucracy is not suitable for Swiss, which does not create any problems at all and really helps to work. And as for the Russian. An example is the criteria for the effectiveness of the institutions that were emitted by the Ministry of Education and Science: out of six criteria, only one is related to scientific results. And that purely formal, bibliometric is the only thing that officials are able to use, but in fact they do not know how to do this, since there are a lot of nuances that they do not understand. In fact, there is a method accepted throughout the world - an independent scientific examination. In the case of assessment of institutions, it should be international. So science is self-organized and self-normal, however, it seems to our officials that they themselves should manage everything themselves.
Evgeny Onishchenko (Fian) spoke on the topic close to Alexei Navalny: sawed in science. He talked about the practice of the distribution of large lots of the Ministry of Education and Science that has developed under Andrei Furseno, in which everything is determined by lobbying and corruption. A particularly malignant part of the lot-breeding system is lots for forecasting, monitoring, scientific and methodological support, etc., the costs of which in total monetary terms are comparable to the budget of the RFFI, the most effective of our state scientific funds. Eugene gave an example where the Lot of the Ministry of Education and Science of this type turned out to be an order of magnitude more expensive than a similar Japanese.
Then Navalny said in response to Onishchenko’s speech that the named scale of cuts in the field of science causes him a smile: everything that they sawed and drank there will be repeatedly blocked by one construction of the north-west chord. In this case, it is certainly necessary to deal with this, but his team does not have enough qualifications to assess the real cost of projects - cooperation with professionals is required.
Sergei Popov (Gaisch of Moscow State University) tried to return the discussion to “our rams” - what bills should be lobbying for politics for the sake of science. Firstly, the science of definition is international, and it cannot develop normally without exchanging people. Moreover, the exchange should be not only from here abroad, but also from abroad people should come and work with us. So, Russian science would have won from the influx of foreign, for example, Chinese post -house. Existing legislation does this almost impossible, it needs to be changed. The next law, useful for attracting non -state funds to science, is about philanthropy, about private scientific funds, about the enduities. It is important that it provide for the relevant tax benefits. Finally, to eliminate legislative problems for schools with in -depth study of subjects, in particular, so that scientists can teach in them without proving many certificates that they are not camels.
Alas, it was extremely difficult to keep the discussion “in line”. I wanted to speak out a lot - as the presenter I did not have the spirit to stop the series of performances about the painful, especially since the correct things were said. Then they joked that at the meeting they tried to retell the content of the Trinity Option over the past three years. Finally, it was difficult to turn the discussion into a dialogue mode.
A great question was asked by M. A. Tsfasman:
- Usually politicians are asked what you will do by winning the election. I want to ask what you will do by losing the elections?
I quote the answer from memory:
- If I lose in the second round, the situation in the country will become different from the fact that this second round was, the authorities will no longer feel uncontrolled. If I lose in the first round, but I will gain a lot of votes, even twenty percent, this will also change the situation. And these will be not only interest, but also thousands of people who came to this election campaign. A new force will appear that can go in the elections to any legislative assembly. Even if they put me in (and now it seems that they will give a conditional term), I can’t run for myself, but this is not necessary: people will still know that this is our list, even if I am not in it.
Of the questions that Alexei Navalny asked us were two best. The first sounded like this:
- Here we perfectly understand each other and speak the same language. But why do so many scientists vote for the Communists? This is evident by the results of the elections in science city.
The answer was given collectively:
- Scientists traditionally adhere to left -wing views, leverage than the middle class. And this is not only here, but also in the West.
- The Communists gathered protest voices, and scientists are unhappy with the current government.
-Scientists together spoke for reforms in the early 90s, but turned out to be deceived. Science has suffered the most. This pushed scientists from the liberal reformers and attracted the opposition, which was mainly represented by the Communists.
-Now the Communists have become a pocket opposition, but they receive their votes as an inheritance from the 90s.
The second good question (from memory):
- Why did the authorities undertake the reform of the Russian Academy of Sciences, such that it obviously sets up the whole scientific workshop against itself, which will pretty much strengthen the opposition? What will she acquire that this political damage would justify?
They tried to answer this question, argued among themselves, but the fact is that, apparently, there is no clear answer in nature. It is clear that such trifles such as academic real estate or resentment of Kovalchuk, or even a desire to guarantee academics, is a real trifle compared to one northwestern chord. And strengthening the opposition in this way, power can lose everything. The human factor is unused.
The meeting lasted two and a half hours. When asked whether he still holds on a chair, Alexei, who had before three more meetings with voters, firmly replied that he was holding. In general, such a graph of the election campaign should lead to the fact that any normal candidate will begin to dull. Nevertheless, we did not notice this.
The obvious drawback of the meeting, made on our part, is an excess of unsystematized information lined with a candidate. It drove things that had to be highlighted in the first place. This is partly corrected in “Notes following the results of the meeting” sent to the headquarters of the candidate for mayor. We partially publish notes here, consultations have already begun on the possibility of including specific measures to support science in Moscow in the election program.
The undoubted dignity of the meeting is its atmosphere, friendly and adequate. Having let go of the candidate, the people did not disperse for a long time, continuing the discussion first in the hall, then in the corridors, then on the street.

Navalny is more adequate than one might think about publications in the media. Perhaps he adapts to the audience, but, in any case, the option of adequacy is available to him. Despite a very heavy load, it holds very cheerfully. I believed that I would vote for him contrary to my unpleasant sensation, but in general he turned out to be pretty. I clearly realize that this is only an impression, we do not know its real properties. But such is the nature of democracy outside the narrow communities - you always either buy a cat in a bag or vote for an old ruler. To the touch, a bag with a cat seems suitable.

Before discussing how and by whom science should be controlled, it is useful to answer the question of what it is and why it is needed. For certainty, I will talk about fundamental science, which is actually science.
- Science is not a technology engine. She, in general, spit on technology-they turn out as a by-product, and not as a goal.
- The goal of science is a person’s knowledge of the world and himself. The driving power of science is the instinct of a pioneer who consists of curiosity, the desire to be the first and stubbornness in overcoming the obstacles that life puts before a person. And people are attracted by the inner beauty of science. All these high words in this case are not an empty phrase.
Why is science needed?
She has two values: side and basic. Side of is just in the technological outputs of science. Technologies are not its goal, but sometimes the use of scientific results is unfolding by the arm, and it turns out electrical engineering, radio communications, atomic energy, computers, modern medicine and so on. These side “waste” of science has already paid off all past and future costs for it. Another thing is, it is not known when and how this direction will give a way out or not. You can’t order it and, as a rule, cannot be predicted.
Есть множество научных направлений, про которые можно точно сказать, что от них никогда никакого практического толку не будет. У них другое назначение.
Дело в том, что у науки еще есть основное значение: это способ, которым человеческий род продолжает развиваться, совершенствоваться и накапливать опыт. Наука едина и наднациональна, но ее представители, работающие в данной стране, уже тем, что они работают здесь, делают для страны ровно то же самое: развивают народ, просвещают его, поднимают людей (только не с колен, а с четверенек), учат их делать собственные суждения.
В свое время хорошо сказал Роберт Вильсон, первый директор Лаборатории Ферми в США, когда его спросили, какое отношение к обороноспособности страны имеет строящийся ускоритель: «Он не имеет ничего общего с непосредственной защитой страны, за исключением того, чтобы сделать страну достойной защиты — умнее и лучше». Цитата не точная, но суть такова.
Наука действует на общество по цепочке. Она поднимает высшее образование; молодежь, воодушевленная живой наукой, идет во все сферы деятельности, включая технологии. Школьники читают популярные книжки и слушают настоящих ученых — это зажигает их. Очень важно, чтобы во главе этой цепочки были люди, умеющие получать новое знание. Их роль — вдохновлять всё остальное. Без науки в стране образование выхолащивается и деградирует.
Из сказанного можно сделать простое заключение: наука не имеет никакого отношения к рынку. То, что она производит, не является товаром в принципе. Наука может немного подрабатывать на прикладных выходах и на образовании. Но либертарианская песня о том, что ее должен оплачивать заинтересованный бизнес, проистекает от обыкновенного невежества. Каково рыночное значение понимания, какой механизм лежит в основе происхождения Вселенной? Или открытия бозона Хиггса? С помощью этих знаний человек осознает свое место во Вселенной и получает право гордиться своим родом, раз его представители докопались до таких глубин. Но кто оплатит добычу этих знаний? Только налогоплательщики. Может быть и меценаты, они есть и у нас, но во всем мире их вклад гораздо меньше того, что вкладывает в науку государство.
Понятно, что в развитии науки заинтересовано общество. А власть? Если у власти временщики, то наука им не то, что не нужна, а скорее противопоказана — мыслящих людей сложнее держать в повиновении. Они в этом никогда не признаются, но желудком чувствуют классовую чуждость науки и гнобят потихоньку. Видимо это один из скрытых мотивов, способствовавших пресловутому законопроекту о реформе РАН.
Обычно, власть худо-бедно понимает роль науки в развитии технологий. Но они зачастую думают, что без нее можно обойтись, что всё можно купить. Дешевле купить готовые технологии, чем развивать дорогую и традиционно нелояльную науку. Может и дешевле, но проблема в том, что без ученых чужие технологии работать в стране не будут. Через какое-то время придется покупать чужих специалистов для работы с наукоемким оборудованием, поскольку страна перестанет выращивать своих.
Что можно сказать о способах управления наукой, исходя из сказанного. Прежде всего, что наукой совершенно бесполезно управлять директивно. Если государство формулирует приоритетные направления в науке, это означает лишь то, что появился лоббист от науки с большим ресурсом и пролоббировал эти направления себе во благо. По формулировкам обычно можно понять, что это за лоббист.
А что значит вообще, в данном случае — управлять? Пётр Капица говорил просто: «Руководить — значит не мешать хорошим людям работать». На самом деле хорошим людям надо еще и платить. А как понять, кто хороший, кто так себе, кому давать деньги на исследования? Мировой рецепт — ученые оценивают ученых и их проекты. Причем не начальство, а люди со стороны — так исключается конфликт интересов. То же самое для лабораторий и институтов, причем здесь важно, чтобы экспертами выступали люди из других стран, — так исключается конфликт интересов на уровне научных кланов и корпораций. Итак, все содержательные решения в управлении наукой должны приниматься самими учеными.
Еще одно уточнение. Зарубежную экспертизу у нас недолюбливают. Однако свою основную функцию для нации наука выполняет, только если она хорошо интегрирована в мировую науку. Разговоры от том, что надо публиковать свои оригинальные работы на родном языке, что нам нужны свои российские критерии оценки науки и образования — это лишь метод борьбы троечников за признание их выдающимися учеными. А разговоры о том, что публикуя свои работы в иностранных журналах, российские ученые работают на иностранного дядю — это бред уж совсем унылых идиотов, который нет-нет да раздается из разных мест. Попытки обособить национальную науку ведут к ее провинциализму и всплыванию разного рода лысенко и петриков.
Хорошо ли российская наука выполняет свою основную функцию для страны? Not good. Во-первых, половина российской науки уехала. Вторая беда в том, что у нас плохо работает та самая цепочка, с помощью которой относительно малочисленная наука развивает всю нацию. Во-первых, недостаточная интеграция с образованием. Во-вторых, недостаточное присутствие ученых на телевидении, в прессе, вообще в масс-медиа, даже в Интернете.
Сейчас происходит некое оживление: ученые стали чаще появляться в независимых СМИ. Но центральные телеканалы по-прежнему заблокированы для них и открыты для лженауки. Это уже политическая проблема, которую надлежит решать вместе с остальными аналогичными проблемами.
Однако суть в том, что российская наука пусть и неважно, но всё-таки играет свою цивилизующую роль для страны, она, по крайней мере, еще жива. Система Академии наук содержит более половины настоящей науки в России. Ее предлагаемая реформа приведет к деградации этой «большей половины», на восстановление которой потом придется затратить поколения.

Как отмечено в репортаже о встрече научных работников с Алексеем Навальным, многое из высказанного прозвучало недостаточно внятно, кое-что из важного не было сказано вообще. Но по совокупности выступлений удалось составить систематизированный список ключевых принципов и проблем, который, конечно, должен уточняться и дополняться. Принципы необходимо понять и принять всякому политику, если он считает сферу науки важной для страны (а следовательно, готов представлять интересы научного сообщества). А проблемы необходимо последовательно решать. Конечно, участникам хотелось бы, чтобы не только Алексей Навальный мог с этими положениями ознакомиться — вдруг сейчас или в будущем найдутся другие политики, которых заинтересует такая постановка вопроса? Тут есть фронт работ для всех — и на федеральном уровне, и на региональном, было бы желание сделать страну образованной и мыслящей.

Ключевые проблемы науки и образования в России
На пути к решению ключевых проблем невозможно миновать вопросы законодательства и государственной политики в сфере науки и образования. В этой связи необходимо, прежде всего, выделить следующие непосредственные угрозы, требующие быстрого реагирования.
Некомпетентное законотворчество
Кроме принятого во втором чтении в июле 2013 года Закона «О Российской академии наук, реорганизации государственных академий науки и внесении изменений в отдельные законодательные акты РФ» к этой категории относится Закон «О российском научном фонде» (внесен в Госдуму в июле 2013 года). Имеются и другие законопроекты, которые не слишком заметны на фоне реорганизации РАН, однако их принятие грозит прекращением конкурсного финансирования науки и монополизацией сферы научной экспертизы, что эквивалентно отказу от профессиональной экспертизы.
Выбор стратегии поддержки научных направлений
Проведенные без необходимых процедур отбор и поддержка в особо крупном размере единичных направлений — по факту исключают развитие многих научных направлений, в которых всё еще обеспечивается достойное качество актуальных исследований. Эта тенденция будет неизбежно усиливаться в случае принятия упомянутых выше законов.
