
Deputies from the Communist Party faction Ivan Melnikov and Oleg Smolin introduced a bill to the State Duma on the abolition of the "anti -pirate law" that came into force on August 1, RIA Novosti reports. Meanwhile, scammers are already interested in scandalous law.
In the explanatory note to the bill, the Communists note that in the “Anti-Pirate Law” there is no clear definition of concepts, and the mechanism for blocking Internet resources at the network address allows blocking the sites of respectable users only because they have the same IP address as the resource with prohibited content. “Owners of resources specializing in the placement of disputed content will find and will use many ways to circumvent blocking,” the Communist Party members are sure.
According to Melnikov and Smolin, the “anti -Pirate law” was adopted contrary to the conclusions of experts and without taking into account the position of the Supreme Court, the highest bodies of the legislative and executive branches of the constituent entities of the Russian Federation, the essential comments of the Duma committee on civil, criminal, arbitration and procedural legislation and without a wide public discussion. In addition, deputies resemble, under the petition to cancel the law, more than 100 thousand citizens of Russia signed.
Members of the Communist Party believe that the “anti -pirate law” must be recognized and all the changes made to Russian legislation in Russian legislation, and only then, with the conduct of the people's discussion and taking into account the opinions of experts, slowly develop and adopt a new law.
Fraudsters began to send fake letters from Roskomnadzor
Meanwhile, the "anti -pirate law" began to use scammers for their own purposes - as opponents of the initiative feared. On Wednesday, unknown persons sent fake letters on behalf of Roskomnadzor to urgently block one of the Internet resources, report.ru . Although the court’s decision on blocking has really been released on this network resource, nevertheless, the term allotted by the hosting provider and the site owner for the voluntary removal of disputed content has not yet expired. Fraudsters took advantage of the fax, and Roskomnadzor in this regard reminds on their website , which does not extend the instructions on blocking resources in the form of letters.
It should be noted that on the eve of the Yandex Internet company, which has repeatedly criticized the "anti-pirate law", has developed a package of amendments to it, which should make the application of the law more fair. In particular, they are convinced of Yandex, blocking should be canceled and used only in exceptional cases - this is an “excessive and unreasonable measure”.
