Speaker of the State Duma Sergey Naryshkin did not exclude that the law on "foreign agents" may be made adjustments after studying law enforcement practice. "As for the law, we, of course, are now carefully watching and monitoring law enforcement, including possible violations by law enforcement agencies, the police, and it is possible that we will amend this legislation," Todkhshkin reports in an interview with Slovak television.

In particular, the speaker noted, the term "political activity" in relation to non -profit organizations may be clarified.

In the spring, mass checks of NPOs passed throughout Russia. According to their results, a number of organizations were ordered to register with "foreign agents." According to the Law on "Agents", this definition is subject to structures that receive foreign financing and at the same time leading political activity.

Moreover, the concept of political activity was interpreted arbitrarily. So, when verifying the Voice Association, such an activity was considered the development of the electoral code, and when checking the Kostroma Center for Public Initiatives - a round table with the participation of an employee of the US Embassy.

For refusing to register as "agents" of the NPO and their leaders were appointed large fines under the newly introduced article 19.34 of the Code of Administrative Offenses.

On August 22, the representative of the Prosecutor General Alexei Zhafyarov said that in March - May his department checked almost half of the NPOs receiving foreign funding. "More than 2200 non -profit organizations receive funding from abroad, of which we checked about 1000," he said. At the same time, the official added, only 22 organizations were recognized as “agents”.

Zhafyarov assured that the checks had a planned character. The Prosecutor General’s Office approved the plan in December 2012, he said.
