Artist from Novosibirsk Artem Loskutov, the organizer of the absurdist and therefore irritating “Monstration” actions for the authorities, received a document from the Federal Tax Service stating that the registration of his individual enterprise was declared invalid. As Loskutov writes on Facebook, he was going to close his individual entrepreneur anyway. However, it is now closed by order of government authorities. The document, signed by the Deputy Head of the Interdistrict Inspectorate of the Federal Tax Service for the Novosibirsk Region, Raisa Glazatova, states that the basis for invalidating IP Loskutov is the fact that he was prosecuted under the article on drug possession. Loskutov was indeed prosecuted under this article, although his relatives are sure that marijuana was planted on him. Nevertheless, the court sentenced him to a fine. The document from the tax authorities states that a certificate of the presence or absence of a criminal record is required when registering an individual as an individual entrepreneur “if this individual intends to carry out certain types of business activities in the field of education, upbringing, development of minors, organization of their recreation and rehabilitation , medical care, social protection and social services, in the field of children’s and youth sports, culture and art with the participation of minors.” The words “if the individual intends to carry out certain types of business activities” are even highlighted in bold. At the same time, IP Loskutova was not engaged in any activities related to children. The proposal to invalidate the registration of an individual entrepreneur ends with the remark in parentheses “a ban on engaging in such activities.”
