In August-September, the situation with the removal of goods became more complicated, the Council of Participants in the Market of Services of Railway Rolling Stock Operators (a non-profit partnership of the largest railway operators) reported. In April-August, the turnover of a railcar increased from 18.7 to 19.4 days (a gondola car - from 17.4 to 18.4 days), according to a letter addressed to Deputy Minister of Transport Alexey Tsydenov. The reasons for the worsening situation on the Russian Railways network are the seasonal factor (increased intensity of passenger train traffic, increased coal transportation before the heating season) and the lack of a fully functioning technology for managing railcars.

Russian Railways approved the Unified Network Transportation Technology (USTT) at the end of last year. The document assumes that the shipper must indicate the daily volume of shipment in their application for the shipment of goods during the month and provide the carrier with such a schedule 40 days in advance. The implementation of USTT requires changes to the regulatory framework, the Council of Operators emphasized in a letter. Therefore, the partnership proposes that the Ministry of Transport switch from monthly transportation planning to weekly (in the letter it is called discrete. - Vedomosti), follows from the organization's message. That is, shippers must confirm the transportation of goods every week, the representative of the partnership explains. Another measure is the creation of incentives for attracting private investment in the transportation segment.

It is not yet clear whether the Ministry of Transport is ready to change the fleet management technology. The representative did not answer questions. His colleague from Russian Railways did not comment on the partnership's statement.

The shippers - NP "Russian Steel" (uniting the largest metallurgical companies) and the Russian Association of Fertilizer Producers (RAPU) - spoke out against the ESTP. When delivering to the domestic market, shipments are made after payment - this does not allow planning the volumes and directions of shipments, wrote the executive director of RAPU Igor Kaluzhsky in a letter to the Ministry of Transport. Because of this, the planning of transportation after the introduction of the ESTP is carried out at random, he notes.

The ESTP did not work due to the tough position of the FAS, which has repeatedly warned Russian Railways that such transportation technology violates current legislation, notes Mikhail Burmistrov, CEO of Infoline Analytics. The discrete transportation planning system is most beneficial to the largest operators who have a significant fleet and want to invest in locomotive traction, the expert says, they can quickly respond to requests from shippers.
