Moscow rejected Washington’s proposal for the disposal of Syria chemical weapons in Russian territory, Kommersant reports . The question of the place of destruction of chemical arsenals remains open.
In accordance with the Russian -American agreement, all chemical weapons located in Syria should be liquidated in an unprecedentedly short period - by mid -2014. As US Secretary of State John Kerry noted, part of the chemical weapons can be destroyed in Syria itself. However, a significant part of it will be taken outside the country.
Russia has serious capacities in the disposal of chemical weapons. The American side proposed to use them, but Russia's representatives rejected this idea. Perhaps poisonous substances will be transported to Turkey or Jordan, bordering Syria.
According to the calculations of American experts, about $ 150 million will require the destruction of the chemical arsenal of Syria. Their Russian colleagues are sure that the costs will be higher. Both Russia and the United States are ready to take part in financing the operation, Kerry noted. At the same time, he expressed the hope that other states would allocate money.
“Once there were countries ready to pay for the war, then there are countries - if not these, then others - who will be ready to pay a peaceful solution to the problem,” said Russian Foreign Minister Sergei Lavrov. He had in mind the state of the Persian Gulf, which previously expressed their willingness to finance the strike on Syria.
On Saturday, Washington and Moscow reached an agreement on the ways of chemical disarmament of Syria . This was announced by Kerry after negotiations in Geneva with Lavrov. According to the plan, Syria will have to provide comprehensive information about its chemical weapon arsenal within a week. ,
The agreement on Syria between the United States and Russia on Saturday evening was welcomed by the Supreme EU for Foreign Affairs and Security Policy Katherine Ashton.
“I welcome the agreement reached today between the United States and the Russian Federation, which guarantees the withdrawal and safe destruction of the Syrian chemical weapons and programs. The EU is already the largest sponsor of the organization for the prohibition of chemical weapons, and a number of Bloc countries have technical work to provide the necessary assistance to ensure the safety of objects and destroy the poisonous substances,” the statement of Ashton said. The head of the EU diplomacy also expressed the hope that the progress achieved will become a step towards the political settlement of the crisis in Syria.
UN Secretary General Pan Hi Moon called on the Security Council to support the agreements of Russia and the USA for chemical weapons in Syria. The approval of the agreement was expressed by Britain, France, Germany and other countries.
At the same time, the Syrian opposition published a number of statements condemning Russian-American agreements. According to the opposition, the adopted agreement is a blow to their positions, and they are not going to accept it.
On Sunday, the American Senator from Arizona John McCain and his colleague from South Carolina Lindsay Graham sharply criticized agreements on the elimination of Syrian chemical weapons. “Most of all it is bothering us that our friends and enemies will remove the same lesson from this agreement - they will begin to consider this as provoking weakness from the American side. We cannot imagine that Iran who seeking nuclear weapons could receive a more unhealthy signal,” the Senators said.
US President Barack Obama on Saturday stated that Washington agrees to give a chance of diplomacy, but in the event of its failure, he was ready to again consider the issue of the application of military force against Damascus. "We must see specific cases that will demonstrate that Syria President Bashar Assad seriously intends to part with the chemical arsenal, we cannot simply rely on the promises of Russia and Syria," he said in his weekly radio,.
Obama noted that since the progress in the Syrian crisis occurred only after a serious threat to the use of force on the part of the United States, Washington will retain a military presence in the region in order to provide pressure on the Assad regime.
Earlier, Obama suspended preparations for a military operation in anticipation of the outcome of the discussion with Russia.
