Pan Hi Moon called the attack "war crime" and a violation of agreements on the prohibition of the use of chemical weapons. "The international community is obliged to take measures so that chemical weapons are never revived as a warfare tool," he said.

"The technical details presented in the UN report clearly indicate that only the regime was able to make a chemical attack of this scale," said the US permanent representative at the UN Samantha Power. She emphasized that the 122 mm rockets mentioned in the report are available in the arsenal of Syrian government forces, and the quality of the used Zarin was higher than the Saddam Hussein regime in Iraq.

“If you carefully look at the information contained in the report - the amount of toxic gas, the complexity of the mixtures, the trajectory of carriers - then there will be no doubt about who did it,” said Laurent Fabius Foreign Minister Laurent Fabius. On Tuesday, he goes to Moscow, where he intends to discuss the draft resolution of the UN Security Council on the placement of the Syrian Chemical Arsenal under international control.

However, Russia refuses to admit that the responsibility for the chemical attack under Damascus lies in Bashar al -Assad. "Some of our foreign colleagues hurried to the conclusions that the report clearly speaks of the use of chemical weapons of the Syrian government. Do not rush with this kind of conclusions. First, it is necessary to completely study the report of the UN inspectors," said the Russian representative at the UN Vitaliy Churkin.

Earlier on Monday, it became known that Moscow rejected Washington’s proposal for the disposal of Syria chemical weapons in Russian territory. The question of the place of destruction of these arsenals remains open. In accordance with the recent Russian -American agreement, all chemical weapons in Syria should be liquidated in an unprecedentedly short period - by mid -2014. According to US Secretary of State John Kerry, part of the chemical weapons can be destroyed in Syria itself, but its significant volumes should be taken outside the country.

Russia has serious capacities in the disposal of chemical weapons. The American side proposed to use them, but Russia's representatives rejected this idea. Perhaps poisonous substances will be transported to Turkey or Jordan, bordering Syria.
