Institutes of the Russian Academy of Sciences will be transferred to the Federal Agency

Today, September 18, the State Duma adopted an amendment on the transfer of academic scientific institutes to the Federal Agency for Property Management of the Russian Academy of Sciences.

According to RIA Novosti , organizations under the jurisdiction of the Russian Academy of Sciences, the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences until the day the Law on RAS Reform comes into force, is transferred to the management of an agency that will exercise the functions and powers of the owner of federal property assigned to these organizations.

The agency will carry out the functions of the founder of these organizations in the manner prescribed by the Government of the Russian Federation. At the same time, the exception is made for three regional branches of the Russian Academy of Sciences - the Far Eastern, Siberian and Urals.

According to amendments, state tasks for conducting fundamental and search research scientific studies created in the form of budget and autonomous institutions will be approved by the property agency taking into account the proposals of the Russian Academy of Sciences. We are talking about those scientific institutions that will be transferred to the jurisdiction of the Federal Agency.

The State Duma also adopted an amendment that limits the intervention of state consumption in the scientific activity of the Academy. “The state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, other state bodies and their officials are not entitled to intervene in the scientific (research) activities of the Russian Academy of Sciences, make decisions that impede the exercise and functions of the Russian Academy of Sciences,” the amendment says.
