The resolution on the fine for the ROO Voice entered into force

The decision of the justice of the peace entered into force on the recovery of 300 thousand rubles as a fine for violation of the law on "foreign agents" from the regional public organization in defense of the rights and freedoms, the Ministry of Justice’s press service reports .

On April 25, the magistrate of the 379th judicial section of the Presnensky district of Moscow Elena Semenchenok fined the Voice 300 thousand rubles, and its executive director Lilia Shibanova - 100 thousand. The Voice became the first Russian NPO, against which the case was opened under Part 1 of Article 19.34 of the Code of Administrative Offenses for the fact that the organization did not register as a "foreign agent". On June 27, fines were paid .

On July 10, the Zamoskvoretsky court of Moscowrecognized the prosecutor's office to the prosecutor's office as a Voice ROO. The court decision confirmed that ROO committed a violation of the law on non -profit organizations and did not apply to the Ministry of Justice for registration as a "foreign agent". Thus, the court dismissed the organization’s complaint about the submission of the supervisory authority of April 26.

ROO Voice is part of the Association of Non -Profit Organizations of the Voters' Rights Voice. On June 25, the Moscow head of the Ministry of Justice suspended the activities of the Association for six months - until December 25 - due to the refusal of the NPO, an application for the inclusion of "foreign agents". On July 15 the Voice Association appealed the decision of the Ministry of Justice on the suspension of his activity . Member Melkonants reported that in the complaint the organization’s lawyers indicated that they consider the decision to suspend activities illegal, unreasonable, and asked him to cancel.

On July 19, the tax service accused ROO "Voice" of non -payment of 2.28 million rubles. This is income tax from 38 million rubles received by the Voice from the US International Development Agency (USAID) in 2009-2010. As explained in the Voice, the grant was received under a donation agreement, which means that it is not subject to taxation.

However, the tax authorities believe that the USAID grant cannot be considered a donation. They came to the conclusion that these funds were transferred in the "national interests of the United States." Based on the results of the audit, the tax authorities intend to recover from the “vote” the amount of unpaid taxes and a fine of 463 thousand rubles.

Melkonian is sure that the claims presented by the Federal Tax Service are “this is part of the pressure” to observers. “As such, they did not reveal violations, although they tried for a year, as a result, what they write have nothing to do with the law,” said Melkonian.
