Non -working Russians may deprive the right to free medical care. According to Rossiyskaya Gazeta, the Minister of Labor and Social Protection Maxim Topilin made such an initiative at a meeting with members of the Council of Social Policy committee. This measure, the official explained, should serve as an officially not employed citizens an incentive to transition to the legal employment sector.

“Among the“ non -working ”there are those who work, have income, but do not pay taxes and does not make deductions to social funds,” said Topilin. “Why should they receive medical care at the expense of those who also work, but at the same time make mandatory payments?” According to the official, the high share of the shadow employment sector leads to the fact that extrabudgetary funds do not receive about 20 percent of insurance premiums.

Topilin made a reservation that the fight against shadow employment was not among the closest tasks of the Ministry of Labor. At the same time, he added when the department is closely engaged in the legalization of the labor market, it will consider the possibility of depriving officially not working citizens of free medical care.
