billion dollars, that's how much Elena Baturina estimated her capital in an interview with The Times last fall. But she noted that she doesn't consider herself the richest Russian woman

The company "Territorial Directorate Setunskaya", whose main shareholder is Elena Baturina, demands to recover 33.6 billion rubles from the Ministry of Finance. The corresponding claim was filed on September 23, as indicated in the case file on the website of the Supreme Arbitration Court. TD Setunskaya filed the claim, confirmed a representative of Baturina. The representative of the Ministry of Finance was unable to promptly respond to Vedomosti's request.

In July, the Supreme Arbitration Court rejected the complaint of TD Setunskaya, refusing to review the decisions of the lower courts. They, following a lawsuit by the Federal Property Management Agency, demanded that the company give them three land plots with a total area of 16.4 hectares in the west of Moscow. TD Setunskaya planned to build the Setun Hills multifunctional complex on them (according to Interfax, the project envisaged the construction of several buildings with a total area of almost 730,000 square meters, including the underground part, on a 23-hectare plot). The amount of 33 billion rubles is compensation for losses resulting from the gratuitous seizure of land, says Baturina's representative: in addition to the cost of the plots themselves, this amount includes expenses for land maintenance, including taxes.

RUB 33.6 billion is at least 4 times higher than the market price for these plots, according to Blackwood Investment Director Mikhail Gets.

The dispute between Rosimushchestvo and TD Setunskaya has been going on for several years. Rosimushchestvo filed a lawsuit against TD Setunskaya in 2010. The plaintiff insisted that these plots were federal property, and TD Setunskaya owned them illegally. The plots, with an area of 24.4 hectares, were received by AOZT Matveevskoye. In 2003, it contributed the plots to the authorized capital of OOO TD Setunskaya, and then the right to the land was transferred to a ZAO of the same name. But 16.4 hectares of these 24.4 hectares were reserved for buildings of the representative offices of India, China, and Cuba back in 1993 by a special decree of the president.

Two courts refused to satisfy Rosimushchestvo's demands, deciding that the statute of limitations had expired. But the cassation court returned the case for a new trial. In June 2012, the first instance ruled to reclaim 16.4 hectares from Setunskaya for the needs of the embassies. The company was prohibited from performing any actions in relation to this land "related to alienation or other encumbrance." Two subsequent courts confirmed this decision.
