The decision of the UN Security Council on the Syrian issue is historical, given that for two and a half years, regular members have developed many resolution projects, but could not come to an agreement at any time - it seems that it will be accepted in the very near future. According to the AP, Russia, USA, China, France and Great Britain, the text of the resolution, which should oblige Syria to fulfill the obligations on chemical disarmament.
On the night of the Moscow time, the UN Security Council of the full composition (that is, ten more countries included in it) gathered in a closed meeting in order to consider the text of the agreed resolution.

Voting on a resolution on Syrian chemical weapons may take place at the UN Security Council on Friday, if before this is the appropriate decision of the organization to prohibit chemical weapons (OPCW). This was stated by the Permanent Representative of the Russian Federation in the United Nations Vitaly Churkin.
“We hope that, according to the procedure, the OPCW Executive Committee can make a decision within 24 hours. If this happens in the Hague in the evening tomorrow (referring to Friday), that is, at 3-4 pm in the New York time, we can vote (according to the resolution in the Security Council) at 8 pm,” Churkina ITAR-TASS quotes.
The Russian Foreign Minister Sergei Lavrov will take part in the vote, if it takes place until Friday evening in New York time, Churkin said. “Perhaps he (Lavrov) will have to extend his stay here for an hour or so,” the Permanent Representative added. He said that foreign ministers of other countries - members of the Security Council - also "extend their stay in New York to take part in the vote."
Earlier, Sergei Lavrov said that Russia and the United States managed to coordinate the Russian-American draft resolution on Syria. According to him, the document does not imply actions under Chapter 7 of the UN Charter, which opens the way to the introduction of sanctions and the application of military force in relation to states.
In the message on the achievement of consent, to the permanent members of the UN Security Council, the AP refers to its own sources at the UN. The agency notes that this information appeared shortly after the statement of the deputy head of the Ministry of Foreign Affairs of the Russian Federation Gennady Gatilov that in the final document there will be a link to the 7th Charter of the UN Charter , which allows the application of force in relation to the country that violates the conditions of the resolution of the Security Council. There is no talk of direct admission of military intervention, Gatilov noted. At the same time, the United States, France and Great Britain, who had previously almost decided to blow Damascus, insisted on making this paragraph in the text as an interim measure.
Earlier in the Western media, information has already appeared that the permanent members of the SB came to an agreement regarding the main content of the resolution. However, this information was later refuted in the Russian delegation, recalls Interfax . “The message that the five SB supposedly agreed on the main part of the Syria resolution did not correspond to reality. The Russian delegation was extremely surprised by the emergence of such information,” a source in the Russian delegation told reporters on Thursday night.
At the same time, on Thursday at a briefing, the representative of the White House Jay Carney said: "I believe that we have achieved significant progress in this matter (Syrian crisis. - Note Newsru.com )." The representative of Washington announced the continuation of Russian-American consultations, noting that the specialists of the two countries are developing in an organization for the destruction of chemical weapons (OPCO) in the Hague a plan to destroy chemical weapons in Syria.
China agreed with the United States
Reuters, in turn, on Thursday in the evening, reported that the US and China, who had always been jointly in jointly with the Russian Federation during the voting of the Syrian resolutions, used to achieve mutual understanding on the project of the resolution, used the veto. According to the agency with reference to high -ranking American diplomatic sources, Washington and Beijing agreed that the resolution should have a “forced” nature. How it should manifest itself is not specified.
The general position, reports Reuters, was developed during the meeting of US Secretary of State John Kerry and Foreign Minister of China Van and on the fields of the UN General Assembly.
How Russia defended Syria from war
Recall that throughout the entire period of discussion of the Syrian issue in the Council of People's Commissars, from the first half of 2011, Russia was an ardent opponent of Western members of the Security Council, which over and over again introducing projects of resolutions, implying the use of force against the troops of Bashar al -Assad. In Moscow (remembering the support of the 1973 resolution, which authorized the use of force against Libya and led to the overthrow and murder of Muammar Gaddafi) openly stated that they would not approve of resolutions of this kind due to fears that the Libyan scenario can be played in Syria. Opponents acted mirroring when Russia's attempt to submit their own draft documents for voting.
When after two years it became clear that the Libyan script would not work and there were fears about the West attempt to follow the script of Iraqi , Moscow, perhaps, made the last attempt to save Damascus from the attack at that time. Having proposed a plan for the transfer of Syrian chemical weapons under international control and its subsequent destruction, the Russian side actually forced the United States and allies for an indefinite period to postpone the decision on a military operation - by leveling the seriousness of the threat of the spread of chemical weapons, which Washington used as a justification of his actions.
Fearing the West’s attempts to “push through” the point of the possibility of conducting a military operation this time through the mention of the seventh chapter of the UN Charter in the resolution, Russian diplomats resisted the discussions of this option for a long time. “Either we will grab the seventh chapter, when someone says that the regime or opposition used chemical weapons, and then we will simply play along with some emotions that are completely unacceptable in making serious decisions, or we will rely on professionals who should each episode of this kind, every message of this kind should be studied carefully, impartial, objectively and report the final picture to the Council of the Russian Federation,” the head of the Russian Ministry of the Russian Federation said Sergey Lavrov, urging more carefully to study the facts of the use of chemical weapons in Syria. As you know, at least some of them Russia has responsible for the opposition .
Thus, yesterday’s statement by Gatilov about the inclusion of a disputed point in the resolution looked somewhat unexpected. At the same time, it is not yet clear in what form the seventh chapter will be mentioned in the resolution and how real the chances of using force against the Syrian authorities will be real in this case.
