Phoenix will not be reborn

If the fight against long-term construction continues at such a pace, deceived equity holders will have to wait for many more years

In Saratov, a criminal case has been opened on the fact of abuse of power and fraud by the director of Phoenix-S LLC. As the city department of the Ministry of Internal Affairs believes, the businessman promised the equity holders to build a ten-story house and collected almost 20 million rubles, "obviously having no intention to fulfill obligations."

Construction on Bardina Street began in 2006. LLC "Phoenix-S" promised to put here a ten-story single-entrance building made of bricks. The house was promised to be handed over at the end of 2009. But only the foundation was laid, then the territory was abandoned and flooded with sewage from the city sewer.

Interest holders of "Phoenix" began to sue the developer back in 2010, demanding to terminate the contracts and return the money. Representatives of the company did not appear at the meetings in the Leninsky Court, it turned out that the company had ceased operations. Later, the Saratov residents turned to the police for help. At first, law enforcement officers did not see anything bad in the actions of the developer. However, in 2012, Vladimir Putin spoke about deceived equity holders, and the settlement of this problem became one of the presidential instructions. The prosecutor's office of the Leninsky district canceled the refusal decisions made by the police, a criminal case was initiated under article 159 of the Criminal Code "Fraud".

Now new episodes have appeared in the case, a charge has been added under Article 201 of the Criminal Code “Abuse of authority that entailed grave consequences.” The investigation is carried out by the city department of the Ministry of Internal Affairs.

The long-term construction on Bardina Street is listed in the register of problematic objects compiled by the regional ministry of construction and housing and communal services. In total, 26 houses and apartments are on the “black list”, 2.8 thousand families are waiting.

Recall that initially, President Vladimir Putin promised to provide housing for all Russian defrauded real estate investors during 2013. But back in the spring, representatives of the State Duma working group on protecting the rights of depositors and equity holders warned that two-thirds of the regions would not be able to cope with this task. According to the group's estimates, at the beginning of the year, problems with long-term construction were observed in 62 regions of the country, there were more than 80,000 victims. The situation in Moscow, the Moscow region, St. Petersburg, as well as in the Samara and Novosibirsk regions, Krasnodar and Stavropol territories was called the most difficult. In 2012, 30,000 people received long-awaited apartments. According to the calculations of the deputies, the presidential order will be executed at such a pace not earlier than 2016.
