According to the results of the work of the commission that checked the appeal of 148 employees of the Tyumen traffic police regiment, the Minister of Internal Affairs of the Russian Federation warned the head of the regional Department of the Ministry of Internal Affairs, General Korneev, about incomplete official compliance. Korneev himself must determine the punishment for his deputy for educational work.
Recall that in an open letter, 148 employees of the local traffic police regiment informed the head of the Ministry of Internal Affairs and the President of the Russian Federation about the criminal order established in the regional system of internal affairs management, after that in July last year all key posts in it were occupied by people from the Rostov police. Having transferred to Siberia the corruption scheme debugged in the southern latitudes, they involved the traffic police and a number of other police units in it, imposing requisitions on them.
The day after the publication of the appeal of the DEP in Novaya Gazeta (Reporting!, July 31, 2013), a commission of representatives of three federal departments arrived in Tyumen - the Main Directorate of Internal Security, the Department of Road Safety and the Department of Public Service and Personnel Ministry of Internal Affairs of the Russian Federation. In the course of their verification, the facts stated in the letter were fully confirmed.
After that, personnel changes began in the city police: the head of the Ministry of Internal Affairs for the city of Tyumen, Vladimir Ryabenko, resigned (see "New", "Attention, to all posts ...", dated August 14, 2013). He filed a report after his former subordinate, Colonel Besedin, who was caught red-handed when receiving a million rubles, said that part of this amount was intended for the boss.
However, the head of the regional Department of the Ministry of Internal Affairs, General Korneev, continued to feel confident. In particular, in the midst of the work of the commission, he made a bold statement: “The money chain, which the authors of the appeal write about, is the fruit of the imagination of one person.” Obviously, he meant his initiator, Colonel Skorobogatov. The general also said that "no one except the signatories themselves took the money, and they will bear responsibility for this."
At the same time, Igor Rashevsky, head of the department for work with the personnel of the regional Ministry of Internal Affairs, reproached the DPE officers for “losing his trust” after the letter, and promised to personally check the work of this unit “with all the ensuing consequences.”
However, they still flowed in the opposite direction. As Sergey Skorobogatov told us, on September 27, the head of the Ministry of Internal Affairs of the Russian Federation, based on the results of the work of the commission, issued a warning to Mikhail Korneev about incomplete official compliance. Punishment to Igor Rashevsky, according to the decision of the minister, should be determined by the punished general himself. In addition, both of them are ordered to "completely eliminate all violations identified by the commission."
