Dmitry Kozlachkov asked not to deprive him of his freedom

In the Kirovsky District Court, former Deputy Minister of Sports and Tourism for the Saratov Region Dmitry Kozlachkov and employee of the State Unitary Enterprise Volgogradvzryvprom Vladislav Bolshakov, accused of fraud, gave their last word. “I have always been a law-abiding citizen. In this situation, I am very bitter, I repent,” said Mr. Kozlachkov. He fully admitted his guilt to the extent that he spoke about in the debate (receiving 500 thousand rubles). The ex-official asked the court to give him a chance to improve and not deprive him of his freedom. “I am not a fraudster, as the investigation presented me. I agreed to help together with Kozlachkov,” Mr. Bolshakov began his speech. He also repented and asked to be acquitted. Let us recall that, according to the investigation, in December 2012, Mr. Kozlachkov learned that the Ministry of Education for the Saratov Region was not fulfilling its obligations under a government contract with the Penza-based Intertechnika LLC (owner and general director Mikhail Chaplyshkin) for the supply of sports equipment for schools worth more than 29 million rubles . It is assumed that the official’s accomplice, Vladislav Bolshakov, assured Mr. Chaplyshkin that Dmitry Kozlachkov would assist in the fulfillment of contractual obligations by the department, provided that 15% of the contract value was transferred to him. At the end of December, Mr. Bolshakov received an advance of 500 thousand rubles from the entrepreneur, of which he gave 100 thousand rubles to Mr. Kozlachkov. Later, Vladislav Bolshakov, already under the control of FSB officers, received another 2.5 million rubles, after which he was detained. The next day, Mr. Bolshakov handed over 1.5 million rubles to Dmitry Kozlachkov, after which the latter was also detained.
