In Moscow and the Moscow Region, a three -day congress of United Russia was held. How the party members made plans for the future and listened to their guru Vladimir Putin - in the report of The New Times

XIV Congress of the United Russia party. The permanent boarding house "Bor". October 3, 2013
“There are three girls from Kaliningrad, we live as the queen: in a separate cottage, in a minute walk from the main corps, the living room is below, on the second floor there are three bedrooms, a bath, a heated floor! Beautiful nature around, ”admires Elena Kessler, Secretary of the Nizovable Partyer Chernyakhovsk, Kaliningrad region. Elena is a speech therapist, her friend and neighbor in the cottage Lyudmila Smolyak heads a kindergarten, she is also a “lower” party secretary-the Officerskoye branch and also delighted: “For the first time at an event of this scale. We live in such conditions! Everything is fine, at the highest level! Thanks the party for this! "

“We work directly with the population, employees of budgetary organizations, we are engaged in the construction of new kindergartens, we carry out social programs,” Smolyak Party Party explains the specifics.
For the first time, 600 activists who lead in the field with small party structures of Osra, like Smolyak or Kessler, were invited to the current congress. In total, the congress participants were 1700. The selection was tense. Elena Kessler recalls that she got to the congress with difficulty: “At first they said that I would go for one day, then they allowed for three days, then they said: no, you are refused. And then they suddenly said that there was a plane, and we flew! ”
Under the oppression of competition
At the entrance to the chic, the carpet of the carpet of the “Bor” of the congress participants, large racks of registration with the “United Russia” logo and various pleasant information were met. Bars, billiards, a gym, a concert hall, a fitness center, as well as a pool with a sauna (from other guests of the congress were closed at the disposal of the delegates at the disposal of the delegates.
The agenda of the first day on all three sections was one: a discussion of the results of a single voting day on September 8. On the second day, they discussed the implementation of the presidential decrees, and at the third, already in the living room in Moscow, Dmitry Medvedev made a speech.
On the first day, on the third floor of Bora, the introductory speech was made by Valery Galchenko, the leader of one of the discussion venues: “Contrary to the click of our enemies, the party won a convincing victory, proving its leading position in the political system.” The speaker outlined three topics for discussion: growth in political competition, election features in the summer, experience using four primaries models*.
*Pre -party voting, which determines candidates for elections of different levels
Galchenko got into Yablochko: the growth of competition was not seriously worried about the participants in the discussion. “New parties can now appear out of nothing,” said Ivan Novikov, secretary of the primary from Arkhangelsk. - For example, in our region, an “homeland” arose from nowhere led from nowhere: all the leaflets were sealed with leaflets - facades of houses, entrances, the whole city was pasted, and we still laundered. They even walked under the slogans: "The Party Party and the President’s special forces for us."
“In polling stations, these new parties created a stir. This is all from their great ambitions! " - his colleague from Volgograd, Liana Aleshkin, was indignant.
"
“For the first time at an event of this scale. We live in such conditions! Everything is fine, at the highest level! Thanks the party for this! "
”The representative of the Bashkir branch of EDRA Albert Miftakhov proposed to change the party’s charter:“ The mechanisms of intra-party democracy begin to interfere with us. The primaries end in April, but life goes: someone is sick, someone died, we take off the candidate, and we can’t put anyone in this place, because it was prohibited, according to Miftakhov, in Petrozavodsk, when a candidate from Petrozavodsk, when a candidate from The governor did not pass the primaries and "had to put a weak Levin."
However, the leading section quickly interrupted the leading section.
Read the lips
After lunch, the dome hall of the boarding house "Bor", where at that moment the schedule was "a meeting of the secretaries of primary organizations with the government", was cordoned off by the FSO officers. Only the chosen ones went inside. Two women - the secretaries of the primary - almost crying, besieged the guard, trying to find out why they were not allowed.
About two o’clock in the afternoon, the boarding house seemed to plunge into a hypnotic dream. It became quiet: the party members scattered according to sections, journalists who created the greatest noise, security was insulated in the press center. The corridors were empty, only the cleaners moved the gricids, collecting plates from the rooms, and a couple of delegates fell asleep on leather sofas, opening their mouths.
At the entrance at the registration rack, ten Bora employees hung tightly above the computer, in which the sound suddenly turned off, and tried to read the lips, solving what they were talking on the screen there. And on the screen there was already Putin! As and when he managed to penetrate the hall, it remained a mystery to most.
Employees of the VGTRK with a number of five people who ensure the broadcast of the congress, dozed, hiding in jackets, in a cool hardware. Three more were awake. The responsible for the broadcast was sitting in front of a large monitor, to which several pictures from cameras were displayed, and commanded colleagues to colleagues inside the hall: “The first camera is prepared! On the air! The second camera get ready! "
Then the broadcast was finally set up. Putin spoke both from the screens installed in the lobby and halls of the boarding house, and from the tablets, on which the delegates were seen with the president, who were not allowed into the hall.
At the beginning of the speech, the president said several times that the congress will begin tomorrow. Someone looked at each other in surprise, but no one objected. Apparently, this little trick was invented in the Kremlin administration: Putin was supposed to demonstrate the support of United Russia, but not to participate in the congress itself.
The president answered questions in a favorite format of a “direct line” with the people. Dmitry Medvedev, who was sitting nearby, occasionally took a microphone, adding remarks starting with the phrase: "As Vladimir Vladimirovich rightly said ..."
The unicorn from the Murmansk region asked about the Arctic, noting that a certain scientist (later it turned out that it was a famous scientist, a professor at the Higher School of Economics Sergey Medvedev. - The New Times) proposed to transfer the region to the management of the international community. “The moron,” said Putin and added that the Arctic belongs to us historically. The hall laughed. When asked how to deal with ethnic crime and the so -called "rubber apartments" in which many migrants settle, the president replied that ethnic crime does not exist*. But if people live in inhuman conditions, then yes, this must be dealt with.
*Putin did not always think so. Back in June 2013, he used the term “ethnic crime” and urged the security forces to fight it.
Most questions, however, concerned social problems. The Chairman of the HOA, the secretary of the primary from the Khabarovsk Territory Ivan Saltykov said that he considers it necessary to strengthen control over management companies. "How do you need to do this?" Putin asked. "We need to introduce the responsibility of management companies ... up to ... critical actions!" - Saltykov said. “What does“ critical actions ”mean? - laughed Putin. “Van, come on seriously.” “Criminal liability,” Saltykov ventured. "What else?" - President Vanya encouraged a tone of a strict, but loving teacher. “Well ...” Ivan Satykov stammered, “raising personnel!” “I agree,” Putin was delighted with the correct answer. “As the classic said, the personnel decide everything.”
At the end of the meeting, the member of the party council of the party Nina Kudasheva asked the most worried about all party members the question: “Vladimir Vladimirovich, recently they write a lot that you have distance from the party, abandoned it. And listen to it insulting! But it was you who created the party, yes! "
Then Putin made the long -awaited confession: “The party confirmed its status of the most mass and most influential people's party. The party has turned into a reliable support of the Russian state, and thank you very much for this! ”
"I saw Lenin"
But the president and prime minister left the dome hall, the FSO took off the cordon, and the doors of the hall opened. There was a feeling that steam came out from there with participants in the meeting. The eyes of women were raped from tears - and many men, however, too. The delegates were photographed with the widely smiling secretary of the Presidium of the Secretary General Sergei Nev. They took photos in the chairs where the prime minister and the president just sat - they even gathered a small line.

Vladimir Putin and Dmitry Medvedev at the XIV Congress of the United Russia party
“Here, I saw Lenin Living! - the United Russia joked. - Just not for printing: so many cosmetics on it! "
“A very powerful energy person. He thoroughly owns information. The impression is indelible. Colossal. I am very proud that such a strong leader represents our power on the world arena, ”admired the head of the Krasnopolsky rural settlement of the Chelyabinsk region Sergey Zyryanov.
Nina Kudasheva told The New Times that after her question she did not stop calling the phone: the same partyists are interested in what Putin's words mean. However, not everyone was satisfied with the president’s response. Some regarded his words as a farewell parting words of the party. In the corridors, there was even debate on how to interpret his performance. "But Putin did not support you!" -Dressed by Nina Nikolaevna some journalist. “One will say one thing, but you still write in your own way! I regarded this as a direct answer - I supported it, ”Kudasheva annoyed.
Elena Kessler and Lyudmila Smolyak got to a meeting with Putin. "Do you want us to take a picture of you: the president was sitting here, and then the prime minister?" - The women asked the correspondent The New Times. Then one of them saw a pencil on a glass table near the chairs, which could belong to the president, and with the words “have to take” the pencil was hidden in a purse.
“Not everyone manages to see from five meters of the president and prime minister! They complemented each other: it is clear that people are smart, tandem, a good team. Whatever the enemies say and no matter how jokes, ”Elena Kessler explained. “You see the president only in portraits, as they say, far from the king, to God is high!” - Smolyak shared the experiences.
On both Putin’s phenomenon, party members affected the most favorable way. “I will go around all the primary, we will report in local departments and try to convey the spirit and the positive that is here, and that our president and our government remember, think (about us) and know the problems of the whole country,” said Lyudmila Smolyak. “I myself joined the party when Vladimir Vladimirovich supported it,” Elena Kessler joined the conversation, however, not on such a cheerful note. -I liked his policy, the right approach, he was energetic, brought something new. When the party formed, people themselves entered it. And after Vladimir Vladimirovich stepped aside, I, as a secretary, saw that people have some kind of decline-now I have to involve them, organize, call them to meetings, events ... "
Give a new image!
However, not all participants in the congress listened to the first persons of the country in real time - the work continued in the sections. The delegates of the congress discussed how to strengthen their positions “United Russia”. We came to the conclusion that it would be necessary to sweat and keep the elected headquarters open almost all year round.
To combat the low activity of voters in the summer, they decided to use primaries. “If the candidate carries out work among voters throughout the elected period, he has a backbone of voters who support him as a deputy of the United Russia party,” said Elena Novikova, secretary of the primary from the Bryansk region. Her thought was developed by another delegate: “In February, the primaries began, and it was said to all the candidates: guys, create headquarters. Fifty percent of budget funds, that is, GM, funds from the elected budget, ”the delegate corrected,“ you must spend before the start of the campaign. Those who heard us already created the headquarters to the primaries, and went around the districts, and turned out to be winners. ”
"
“We will try to convey the spirit that the president and the government is thinking about us and know the problems of the whole country”
"
Another idea how to raise the party’s rating is to attract “strong personalities”. Some of them can go through the All -Russian Popular Front (ONF) - 30% of the candidates were elected from this structure from this structure on the lists of “United Russia” from this structure. “The personality factor should not be excluded. Roizman in Yekaterinburg was objectively brighter than Silin. We need to look for strong, and not merchants who paid for participation in the elections and bought a ticket to the soft car from the Registration station to the Mandat station, ”the State Duma deputy Alexander Khinshtein admonished delegates.
Another innovation that sounded at the congress: United Russia should end tons of printed products and go to the people themselves. “Each voter should touch the touch - now the opposition is doing this. If we do not go to people, this is the key to such results as in Petrozavodsk ”*,” said Sergey Neverov.
*In the elections of the mayor of Petrozavodsk on September 8, the opposition candidate Galina Shirshina won the opposition candidate
Some delegates in a timely manner remembered how four years ago Vladislav Surkov, then the first deputy leader of the presidential administration, was saying: “The faster the party will leave the administrative cover, the faster it will encounter real life and begin to win.”
“How did you think? They wanted to win! - The head of the Executive Committee of the Bashkir branch Albert Miftakhov commented on the new tactics. - You can drive people to a meeting, or you can come to the courtyard, stand next to the garbage dump and a broken playground, listen to what they think about you, and then take on some obligations. In our region, candidates held 150 meetings with voters. ” To help establish such contacts, party members believe, must actively financed social projects. For example, in Kaliningrad, Kessler said, a million trees were planted at the expense of the regional budget.
When asked whether all these party measures will help with the image of “crooks and thieves” to reanimate, because people are tired of it, Albert Miftakhov replied: “Can you get tired of hockey or from football? For example, our team will lose at the World Cup, we hate them for a week, then we came to our senses - and again we love football. ”
“If I am a scoundrel,” Miftakhov developed the thought, “I can move from United Russia to another party, then it will become a party of villains.”
According to a party party from Bashkiria, they cleaned in the region, they excluded 2500 people in revealed facts - they “removed all crooks and thieves”, as Navalny says, and the heads of the district administrations and even one major came into their number: “First they wrote complaints to Moscow, and then where they went? They left without any problems in “Fair Russia” and the Communist Party. The question is: "What are you our" crooks and thieves "?" Not otherwise than resource people needed ... "
"The party does not drink"
By the evening, satisfied the congress participants began to scatter for friendly companies to celebrate the results of the day. “Furtisch? Unofficial part? No, we came to work here. Our party does not drink! " - the delegates answered questions about plans for the evening and giggled significantly.
"
“And now we will cut sausages and we will discuss, to discuss-so until someone lies. Or they will not take it out "
"
Three party members from Smolensk invited the New Times correspondent to sit with them at the festive table. “Igor, Andrey, Sasha. Very nice, ”the funny and flushed secretaries of the primary laughs already laughed. When asked why they are so funny, the party members answered: “From adrenaline and fatigue. For two hours they slept from behind the road. One comrade found out that he was taken to the congress, and in general urgently flew from a vacation from Greece. He walks here with a charred face. The wife said to him: “You are not my husband anymore” - and left Greece with suitcases to her home. And now we will cut sausages and we will discuss and discuss-so until someone lies. Or they won’t take it out. Since such a booze went! Come to us, really! "
And the delegates, dancing and grabbing the briefcase under the mouse, jumped into the elevator of the boarding house.
