Doing Business Rash

The rectorship in RASH became vacant after Sergey Guriev, who occupied it, became the object of active interest of the Investigative Committee and was forced to leave for Paris. The formal reason for the fact that the RF IC took up Guriev, was the "case of Yukos experts." In 2011, at the request of the Presidential Council for the Development of Civil Society and Human Rights, Guriev analyzed the logic of the second “case of Yukos”. And eight years earlier, Rash, along with many other organizations, public figures and experts, received a grant from the Yukosov Institute of Open Economics. Guriev was not yet the rector of the university at that moment. A real reason for the attack on Guriev could be his support for Alexei Navalny ...

Rash chose the rector for four months. It was said that one of the planned candidates was Andrei Sharonov, former Deputy German Gref in the Ministry of Economic Development and Sergey Sobyanin, in the Moscow government. But he eventually headed the Skolkovo business school.

The choice of rash seems almost impeccable. “If the school had money to hire a professional of this level, why wasn’t done before,” the VSCE vice -rector asked reasonably, and until recently, Vice -Rector Rash Konstantin Sonin.

Dyankov is a good scientist, a strong consultant and an experienced official. He worked at the University of Michigan and for 14 years at the World Bank, having issued many scientific works during this time. True, the latter are dated to 2010. Dyankova seized administrative affairs-he worked as the Minister of Finance, and then the Deputy Prime Minister of the Bulgarian government. Prior to this, Dyankov came up with and made the most famous product of the World Bank - Ranking Doing Business, which evaluates the quality of the business climate in many countries (taxes, customs, the availability of loans, the possibility of connecting to energy networks, etc.).

Recently, Dyankov has been engaged in a very curious IDEAS42 project (the name is from the trilogy of Douglas Adams “Hitchhiking in the Galaxy”). This is a center engaged in research in the field of the behavioral economy and an attempt to improve the situation in various areas of life (education, energy, etc.) due to new ideas. In Russia, they are very few by the behavioral economy.

Dyankov, therefore, has a strong academic background, the experience of expert work and counseling of governments and an understanding of how to govern the state. This means that under him, Rash will not turn into an educational institution that is interested in pure theory, not economic policy.
