
The list of state -owned companies and state corporations, whose leadership will have to report on income and expenses in a special manner, has grown more than doubles - from 29 to 63, follows from the government’s decree published on the official portal of legal information. If in the original , July, the list, only Russian railways turned out to be from large state-owned companies, now all large fuel-energy, transport and defense enterprises with state participation, including Gazprom (Alexei Miller) and Rosneft (Igor Sechin), have appeared there.
Only organizations whose leaders are appointed by the prime minister were included in the previous list. Later, the government considered it advisable to expand it, explained to the "Vedomosti" spokesman Dmitry Medvedev Natalya Timakova. She kept silent about the reasons for such a decision and could not say whether the declarations would be published.
However, Kommersant knows that the White House decided to give information about the property position of the top managers confidential. The Government Department will be responsible for the GOSTIAN, which the scope of which includes the solution of personnel issues. It is there that the declarations should be received annually, the newspaper of the expert council under the government, the head of the National Anti -Corruption Committee, told the newspaper Kirill Kabanov.
Since 2010, civil servants and heads of state corporations reported only on income. And since 2013, the Law on Combating Corruption obliges them to declare and large expenses - if the purchase exceeds the total income of the family in three years. Officials and top managers are also required to declare data on their spouses and minor children.
As established in the government, in addition to managers, the declarations should be represented by their deputies and chief accountants.
State companies do not disclose the salaries of top managers: the reports indicate only the total amount of remuneration to the management personnel, including the advice of directors. Rosneft in 2012 spent 9.1 billion rubles for these purposes, Gazprom - 2.1 billion. Moreover, if the data on civil servants are published by most departments every year, then only the Ministry of Labor and the Central Bank reported the expenses.
At the same time, the procedure for checking the declarations of top managers remains the bureaucratic. The grounds for its implementation are limited. The decision can be made upon the receipt of "sufficient information" from law enforcement, state bodies, local governments, party leadership, public chamber, all -Russian media or the personnel department itself. Anonymous information cannot serve as the basis for verification.

In addition to Gazprom, Rosneft and Russian Railways, such large state -owned companies as Rosneftegaz, Transneft, RusHydro, Inter RAO, Russian Networks, Aeroflot, Sheremetyevo, United Shipbuilding Corporation, and the United Air Force Engineering Corporation, and the United Air Forcerative Corporation got into the expanded list of Gazprom, Rosneft. Corporation, RSC Energia, Rusnano, Resorts of the North Caucasus, Russian Post and others.
