
The Presidential Council for Human Rights sent a draft amnesty to Vladimir Putin to the 20th anniversary of the Constitution. This was reported by RIA Novosti with reference to the head of the council of Mikhail Fedotov. “I signed the cover letter and sent it to the head of state,” Fedotov said. “The text of these sentences will be posted on the Council website tomorrow.”
On Friday, the draft amnesty was approved at a meeting of the HRC . “A decision was made to conduct a wide amnesty,” said Kirill Kabanov, a member of the Council of Council of Council in Legal Reform. “The meaning of a wide amnesty is that this is the exclusion of those compositions that will not be included in amnesty, and not inclusion in the amnesty of the compositions. That is, another approach: not selective amnesty, but a wide amnesty.”
