RUB 9.68 trillion will be the total classified budget expenditures in 2014-2016, the Vedomosti newspaper reports, citing calculations by the Gaidar Institute of Economic Policy. In the draft budget in the State Duma for 2014, 2015 and 2016, 16.7%, 21.4% and 24.8% of expenses, respectively, are classified. Over the five years from 2012, the share of classified articles will double, from 11.7% to 24.8%, by the end of this period every fourth ruble will be classified. In addition, as the Accounts Chamber of the Russian Federation has calculated, the parameters included in the draft budget are insufficient to implement the so-called May decrees of President Vladimir Putin.

Klepach repeated the previously announced estimate, according to which, extrapolating the current situation in the economy, the Russian Federation's GDP growth at the end of 2013 will be 1.5-1.6% instead of the official forecast of the Ministry of Economic Development of 1.8%.

At least 25% of after-tax profits will be transferred to the budget by federal state unitary enterprises (FSUE). The Ministry of Finance has developed a corresponding draft government resolution.
