“They often ask me a question that it is still not final options. From the point of view of the pension formula, we hope that this is the final option, ”Conducted the United Russia, gathered at a meeting of party platforms, Minister of Labor, Maxim Topilin. The new system, according to the minister, will begin to function from January 1, 2015.
If you believe the minister, the new system will become more fair and balanced, will move away from the equalizing principle of the formation of old -age pensions and at the same time will increase the ratio of the average pension of pensions to the subsistence minimum of the pensioner. And the new system does not increase the retirement age, will take into account the years spent in the army and care of children (up to one and a half years). And, finally, Topilin promised that “when switching to new rules for calculating insurance pensions, the so -called new pension formula, not a single citizen will lose in pension rights. Pensions will be indexed according to the previous rules. ”
In a word, for future pensioners there are solid pros and not a single minus, and not only for pensioners. The calculations of the Ministry of Finance claim that the state will save trillions of rubles on pension reform. As they still lived without such a wonderful system, it does not fit in my head.
The only problem is that from January 1, 2015, not a single future pensioner who has, instead of money, points and coefficients giving the right to a future pension, to evaluate how much he will receive in old age will not be able to. The maximum that he can do is calculate how many points by that time he will accumulate and how many points this amount will increase, make a decision to work longer.
And then - everything is in the hands of the government. Earned points will multiply by the cost of the pension coefficient, which will be set by the Cabinet of Ministers. The government intends to approve the value of this coefficient annually. The final methodology for its determination has not yet been adopted, it is only clear that the value of the coefficient will depend on the level of income of the Russian Pension Fund, the number of pensioners, and inflation. In a word, the government will have money in the Pension Fund - the coefficient will be generous, and in an unsuccessful year and pensioners will have to be squeezed, especially if many of them fall out for this year. To pay everyone - you won’t attack money.
