All of them are suspected of embezzlement of funds of the federal target program "Development of the state border of the Russian Federation for 2003-2011".

The officials were detained following the work of the government commission, which, on behalf of Deputy Prime Minister Dmitry Rogozin, conducted an audit of the department. Since March 2009, Rosgranstroy has been performing the functions of the customer-builder of the department, working directly with the management, which is headed by Vavilov.
