
The State Duma Committee on the financial market at a meeting on Tuesday supported the amendment according to which the deposit insurance agency (DIA) will receive the right to apply to the Bank of Russia with a request to provide a loan without securing up to 5 years for financial stability of the deposit insurance system, as well as to finance payments for deposits, RIA Novosti reports.
The adjustment of the author of the Committee of Natalia Burykina is proposed to be introduced to the second reading to the government bill, clarifying the requirements for the participation of banks in the deposit insurance system.
The amendment also establishes that the funds of the compulsory insurance fund of deposits can be used for the fulfillment of obligations on such a loan.
In the DIA, as the Kommersant newspaper writes, they assure that the current resources of the fund will be enough for all insured events, but recently the Central Bank has been recalling the license with such activity that the deputies decided to be safe.
The head of the ASV Yuri Isaev a week ago noted that he sees the tendency to increase the number of recalled licenses, and the agency’s insurance liability is often not a billion and a half rubles, but much more. In total, according to Isaev’s forecasts, according to the results of this year, the DIA will pay customers of bankrupt banks more than 30 billion rubles, despite the fact that last year the payments amounted to 14.3 billion rubles.
The reason to hurry with the bill on additional financing of the DIA among deputies, thus, was, notes, the publication notes.
Earlier, we recall, it became known that the DIA also broke the amendment, designed to display deposits attracted by the bank from the state insurance after the ban on the regulator. During the discussion of the amendments, deputies noted the need for their refinement, including in terms of introducing the liability of ordinary bank employees who have concluded an appropriate agreement, which may not know about the Blunner introduced by the Central Bank.
Since the beginning of the year, 18 banks and NGOs have lost the license.
