About why the inhabitants of the Ural village, where in July 2011 the shootout thundered throughout the country, and today, two years later, do not know the name of their district police

After the conflict in Sagre, the construction of a new road to the village finally began
Sagra - a village of 40 km from Yekaterinburg (15 minutes by train), is part of the city district of Verkhnyaya Pyshma.
The population: about 300 people.
Almost total unemployment is compensated by the proximity to the regional center, where all active youth is going to work.
There are about 10 children of different ages in the village , they all go to school in the neighboring village of Iset.
The vast majority of Sagra residents are ethnic Russians, there is an Armenian family, Georgians.

On the central street of Sagra, opposite the house of the village of Elder and next to the paramedic point, there is a tin booth - an ugly, unheated and unlit building. It was intended for the office of a district police officer - he had to constantly be on duty in the village to prevent the possible repetition of the events of July 2011*: this was one of the main requirements of local residents, which the high authorities solemnly promised to fulfill. But instead of himself, the district police officer Yuri Pakhotin left an announcement on the booth: he accepts on Tuesdays and Thursdays from 6 to 8 pm in the village of Iset - this is almost 10 km from the sagra along a bad road. And if something urgent, Pakhotin asks to call his office to Verkhnyaya Pyshma or by phone 02.
The predecessor of Yuri Pakhotin, the district police officer Vadim Zainev - was found guilty of negligence during the conflict in Sagre and sentenced to ten months of correctional labor. While the verdict has not entered into force - the appeal is scheduled for November 6, Zainiev continues to work by the precinct, now - on the site in Verkhnyaya Pyshma.
Yuri Pakhotin, however,, too, for two months, has not been responsible for Sagra - he was transferred to another place of service. Sergei Sheshenin, a Pakhotsky shifter, almost no one in the village, including the older. In a word, if something similar in July 2011 happened in Sagre, they will not know who we need to warn about the danger.

“They incorrectly came to us, if they had come correctly, there would be victims,” the head of the Sagra Tatyana Yeseneeva recalls the events of July 2011 and explains why the Sagrints, who were three times less than visitors, were not injured during the shootout. Tatyana took a direct part in the collision: she tells how she rolled out the car to the bridge in case the “attackers” want to go from that side. “When I realized that they were shooting, my legs were taken away in general. What is it - such a crowd armed arrived! "
The election of the village headman is another result of that “war”. A couple of years before the conflict, the former headman resigned due to advanced age. There were no people who wanted to take her place, and at the time of the collision of the official government there was no. Then, then the folk gathering was chosen by the headman Tatyana. “Someone suggested, and all the audience voted,” recalls the 40-year-old Eseneev, who, before moving to Sagra, worked as the director of the small business enterprise in Yekaterinburg three years ago. And she moved to help her sister raise four children. How much she will last here - Tatyana does not know: the salary of the headman is 1 thousand 300 rubles, she receives another 4.5 thousand as the head of the children's circle at the club: “When I got out, they promised the golden mountains. And now I wanted to star - they don’t give, they don’t accept the application. ”
What happened in Sagre in July 2011 is a criminal disassembly, which the police are usually not called for, or forced self-defense, when the police are called, but it does not go-one of the most important issues-whether the Sagrin residents tried to call the police before they themselves took up the weapon-it seems that it will not be clarified to the end. One of the participants in the shootout Sagrinets Sergei Kotelnikov claimed that he had warned the district Zainev on the eve, but he did not respond in any way. Zainiev assures in response: no, he was not said about the conflict, but he talked with Kotelnikov on the phone, because he was looking for another person through him. How did Kotelnikov’s phone know? Well, then, he was sitting for the murder, and he is obliged to check it as a conventionally released from the colony.
At first, when local police were investigated by the investigation, searches and arrests took place with the Sagrints. But then Evgeny Roizman, the current mayor of Yekaterinburg, but even then a federal politician - brought the conflict to the central media, introducing it as the struggle of the local population of the village with Tsygan drug dealers and the Caucasian bandits covering them. The head of the Investigative Committee of the Russian Federation Alexander Bastrykin personally came to Sagr, after which the visitors were found guilty: 23 people, including the Sagrinsky gypsy Krasnoperov (later it turned out that his real name is Lebedev), received different deadlines, six of them - real ones. Those who met them in Sagre with weapons, the court released from responsibility, considering their actions by the necessary defense. The gypsies, no matter how much they were looking for drugs, did not find.

But, of course, if it weren’t for a resonance, it is not clear what would happen, ”says Viktor Gorodilov, or Uncle Vitya, as he himself introduced himself, the owner of the gun, from which he shot at the disassembly. When asked who killed the 28-year-old native of Georgia of Azerbaijani nationality Faig Musaev, Uncle Vitya replies: “How to determine? Smooth -barrel weapons are hard to install. If one had one, or even me, and Volodya Zubarev, on their part was a sawn -off shotgun. Everyone shot, but ours fired in the air or under their feet. We all suspect that they are his ourselves ... "
We are talking in the evening, standing at the gate of Uncle Vitin’s house. The owner asks for forgiveness that he cannot invite to himself - too late, they are already sleeping in the house, but the next time "we, of course, will drink tea." “I was born here, raised, I buried my mother here this year. I lived here all my life, I ran without pants around this village. And how? Some will come and will dictate the conditions, or something, their own? " - says Uncle Vitya. His face is not visible because of the darkness-in the village of the fourth day there is no street lighting-but in the voice you can hear that he is sober. And the owner of the village is heard in his voice: “I always said, say and I will say: we did not call them here. And if we went to their mountain village? "
Yes, among the attackers were the Russians, Gorodilov agrees, "a man seems to be six", "Majora arrived for the extras." But still, the majority are “strangers”.
"Quiet to some case"
The repetition of the “war” is likely - this is how the Sagrinsky grandmothers still call the July 2011 conflict - a big question. The Gypsy of Krasnoperov-Lebedev, because of which the whole conflict flashed, and his sisters in Sagar, and even if rumors about his early liberation are true, both clearly will never appear in these parts. There are no Krasnoperov workers: Russian, who was then suspected of theft, disappeared, and not participating in the conflict Uzbek several months after the “war” fell under the train and died.
Today, the villagers are unhappy with something, then rather the lack of light on the streets, an old bridge that is about to fail, and a delay with the promised club repair. We are satisfied with the fact that the new road is finally built: now it will be faster and more pleasant to get to the city. Finally, we are grateful for the help of Evgeny Roizman, who, after those events, helped the Sagrints in the equipment of the paramedic point. And they shrug questions about interethnic conflicts: it seems to be now everything is quiet, there is an Armenian family with children, “but they are good and hard -working,” there are Georgians at that end of the village, “but he has been living for so long that it is already Russian.”
In winter, 30–40 houses remain residential in Sagre, and 300 by summer, not counting the summer residents. The problem of the lack of work is easily compensated by the proximity to the metropolis (to the regional center-15 minutes by train), everyone knows well-to imagine that in such a place where whole families with children began to move from Yekaterinburg in Yekaterinburg, something more than thefts from summer cottages is difficult. However, after all, at that time everything began with theft.
“It's quiet here to a certain point,” says Viktor Gorodilov. -Take any village, not only our Sagra: everything is quiet to some case. There would be no murder in Biryulev, they would not have raised a hype - and everyone would be lowered on the brakes. So it turns out Sagra, Manezhka, Biryulyovo, Kushchevka. ”
The mention of Kushchevka, where the gang of Russians terrorized other Russians for many years, in a row with conflicts on national soil once again suggests that the problem is not possible in ethnic crime, but in a poorly working system of prevention and prevention of crimes.
So, in July 2013, in the neighboring Isseta-where, judging by the announcement on a tin booth, the district Pakhotin was on duty-22-year-old Ivan Yerkulev disappeared. His mobile phone was found the next day on the roof of the bus stop, his car was in Sredneuralsk. From the very beginning, Iseta knew with whom to ask: the last time the young man was seen in the company of hooligans and racketeers who have been holding the whole village for two years. Only after the spontaneous gathering of local residents demanding Pakhotin and other police officers to turn on immediately in search of the case from a dead point. But the police could not find out from the alleged killers where they hid the corpse - the body of Ivan accidentally found mushroom pickers. Both the victim and the murderers are Russians, and the one and the others are local. Iset's history got into the brief news of regional TV channels and local agencies. But federal news did not reach the tapes.
"If there is no gun - where to run?"
All district police officers - both former responsible for Sagra and Iset, as well as the current one, as well as their colleagues from other sections - are sitting in Verkhnyaya Pyshma in the same room in the basement without windows. All as one are busy writing papers: each application must be answered on time.
What is about the percentage of crimes from the disclosed persons personally committed migrants? “One or two out of a hundred,” thought, answers the question of the New Times Zainiev. “From the first of January to thirty -first of July of this year, 23 crimes,” says Pakhotin. - Of these, eight are migrant. The next day Sergey will also not reach Sagra. And it is unlikely to appear in Iset. The authorities send him to Sredneuralsk-to help local policemen in a raid against migrants-illegals. “The authorities ordered - we are fulfilling,” Sergei smiles. He does not even think about how to tell the authorities that it is more important to go home in Iset and Sagre. “And then they are offended: why the people do not trust power, do not trust the police,” says Uncle Vitya. - It's good that I have a gun at home. And if there is no gun - where to run? "
The gun of Uncle Vitya bought a new, but the old one, which was then confiscated, he also intends to regain himself. As soon as all the documents on the Court of Appeal come from the Supreme Court in the Sagrinsky case, Uncle Vitya will go to the local Investigative Committee for his weapons: “This is my property in the end.”
