Sidorov himself, in the past, one of the heads of the Russian Post branch of the Saratov region, appeared in Pugachev in November 2012, 9 months before the events that attracted the attention of the whole country: the murder of a local young man with a visiting Chechen and who followed the six -day protest. Then the Pugachevites spontaneously took the administration into the ring, blocked the Volgograd - Samara highway and demanded that the Chechens “came up” with the “came up”. “Someone imposed a demand to evict Chechens. There are not enough Chechens in the city, but this is such a people ... ”says the father of the murdered, the marvelous Shamil Marzhanov-a fair-haired and bright-eyed 44-year-old man, a vegetarian who believes in numerology, and once earlier-in Islam, then in Christianity and Buddhism. He says about himself: "I am Russian." In July of this year, his son, a 20-year-old demobilized paratrooper Ruslan Marzhanov, was killed by 17-year-old Chechen Ali Nazirov, who came to Pugachev to relatives for the summer. Subsequently, the accusation of the murder of Marzhanov was also brought by the cousins of Ali - Hamzatu and Hizir Nazirov, Ruslan Khaidaev. The investigation of the murder (the suspect is charged, the investigation continues) in the city is not monitored. They only remember that the Chechen killed Russian.

“How is everyone then (July 7, when, on the day of the funeral of the murdered city, the city entered a spontaneous rally. - The New Times) did it work? The guy was buried, cars with posters "Nobody but us" appeared in the city. Flags, beeps, leaflets with calls to go out and demand. The right from all over the country came to support the protest to the city: from the State Duma deputy from the LDPR Anton Ishchenko to the St. Petersburg nationalist Nikolai Bondarik. The main requirement: to evict Chechens. “You understand, this is impossible. They are Russian citizens, many have their own farms here, ”Sidorov laments.

Pugachev is extremely diverse ethnically. Here, Russians and Tatars have been living nearby for several centuries (the Marzhanov family is a classic example of this centuries-old mixing), and somewhere since the mid-1980s and nearby villages, Armenians, Azerbaijani, Sezid Kurds, Chechens and Gypsies began to settle. The latter has its own area, the people call it a "frog." “The gypsies are more Chechens here, but they are their own,” says Alexander Golubev, chairman of the Pugachevsky branch of the Communist Party. “Before the murder of Marzhanov there was a case: Tatar in one of the villages scored a Russian guy to death. No one came out. Although there is just a powerful Tatar group, ”says Sidorov.
Chechentsev in the city with a 41,000 population, according to the administration, is 60 people. Most have been living in Pugachev for more than 20 years. The Nazirov family (relatives of the accused of murder) settled in the neighboring village of Rakhmanovka 22 years ago - came here on distribution after the institute and remained so. The police held a raid during protests and detained 13 people who were in the area without registration. The representative of the local Chechen diaspora, 40-year-old Andarbek Isaev himself asked to leave the Pugachevsky district of five Chechens who arrived for the summer. The 27-year-old DJ in Pugachev, Emil Grigoryan, says that in Pugachev there was a company “a man of ten Chechens, normal guys, now they are not visible, the police“ shugs ”them from all cafes.”

And so everywhere, so we continue on the street. ” They also plan to follow the drinking on the street. “We set the video surveillance, I can’t say where, well, where the young people are bent. In some places there are already cameras, the image from them is displayed on the police remote, ”says Sidorov. Locals are not suspected of this. Another consequence of the riots was the official registration in the Ministry of Justice of the Voluntary People's Divine. 24 volunteers are accompanied by police officers on Fridays, Saturdays and Sundays from 20.00 to 23.00. The squad was headed by the Cossack chieftain Tenkaev, on the day of the murder of Marzhanov, he followed the order in the Golden Barrel and Pressy the Conflict, expeling the violators of calm to the street. After the murder of his son, Shamil Marzhanov, and several more people left the Cossacks and tried to create their own volunteer squad. It did not work out. Tenkaev issued documents in time, explains Yuri Kulikov, head of the emergency department of the Pugachevsky district. Babich listened and left, and his press service announced the same day about the dismissal of the head of the Pugachevsky Ministry of Internal Affairs Igor Lopatkin and his deputies. Babich no longer came to Pugachev.
“Of course, it all happened due to socio-economic troubles. We, according to the election commission, over the past few years for 17 thousand, have become fewer voters. Where did they all go? We left, ”says Vladimir Turabov, deputy of the city assembly Pugacheva. Indeed, many in Pugachev, especially young people, think where to get out of here. We do not have enough therapists, teachers for a salary of 18 thousand. Ask about this for the population that cannot find a job, ”Sidorov is indignant.

Shamil Marzhanov is not going to leave: “It sounds terribly, but people say that after the murder of your son and Buchi, raised by the people, it became better in the city. In some places, roads are being repaired, light appeared on the streets, ”he says. The lamps in the lanter were screwed up so far only on a few central streets. But on the public procurement website, the district administration recently posted the largest application for more than 2 million rubles over the past few years: for the performance of street lighting reconstruction.
